Letter to Prime Minister of India Addressed by CM.

Text of the D.O. letter dated 25.12.2012 addressed by  Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu to  Dr. Manmohan Singh, Hon’ble Prime Minister of India is reproduced below :-

     “As you are aware, Tamil Nadu has been undergoing a severe power crisis of a magnitude unprecedented in recent memory. While the demand is of the order of 12000 MW, supply from all available sources is only about 8000 MW, thereby leaving a huge gap of about 4000 MW. Ever since I assumed office as Chief Minister of Tamil Nadu for the third time in 2011, I have been requesting you for additional allocation of power. To our great disappointment, the response from the Government of India to our request has been totally negative. While  I had requested in my letter dated 6.6.2011 for 1000 MW of additional allocation of power, we were allocated a meagre quantum of 100 MW only.

    When I had written a letter to you on 23.10.2012 requesting to allocate the power from Central Generating Stations surrendered by the Government of Delhi, I did not receive any positive response.  On the contrary, the Government of India cited transmission constraints virtually negativing our request.  Therefore, it stands to reason that at least, the entire power generated by Central Generating Stations in Tamil Nadu by the Neyveli Lignite Corporation, the Madras Atomic Power Station at Kalpakkam and the Joint Venture Unit between NTPC and Tamil Nadu Generation and Distribution Corporation Ltd. (TANGEDCO) commissioned recently at Vallur near Chennai totaling 2830 MW is allocated to Tamil Nadu where there are no transmission constraints, as an interim arrangement, to meet the huge power deficit and to alleviate the severe hardship faced by the people of Tamil Nadu, till all the new power projects under construction in Tamil Nadu are fully commissioned.

    You are also aware of the extraordinary lengths to which the Government of Tamil Nadu has gone to ensure the smooth commissioning of the Atomic Power Project at Koodangulam.    In  fact, when  I had an occasion  to meet you  recently, you were gracious enough to acknowledge the great effort made by my Government under my leadership in handling the very complex and large scale law and order issues and continuous agitations that were conducted with the sole objective of stalling the commissioning of this nuclear power project.  In return, I expect the Government of India to dedicate the entire power of  2000 MW from this project on successful commissioning, to the State of  Tamil Nadu.  

     I would like to point out that this request is not an unreasonable one and not without a precedent.  I would also like to point out that the first two Units of 500 MW each totaling 1000 MW produced by the Central Generating Station at Simhadri in Andhra Pradesh, constructed and operated by the National Thermal Power Corporation (NTPC) has been entirely dedicated to the State of Andhra Pradesh.  I request the Government of India to adopt the same yardstick to dedicate the entire power produced by the Koodangulam Power Project to the State of Tamil Nadu in the interest of  the people of this State suffering from severe power deficit.

In conclusion, I urge you to bestow your deepest attention on and give your urgent consideration to our request to allocate the entire power produced by the Central Generating Stations in Tamil Nadu to our State as an interim measure and to dedicate the entire Koodangulam Power to our State. ”

  Tamil Nadu is the first State to have introduced a classification in the status of local bodies as ‘Town Panchayat’, which was planned as a transitional body between Rural and Urban Local Bodies.

   The Town Panchayats were conferred with individual administrative powers and unique functional characters have been in existence for over a century. The Town Panchayats  adopt well devised accounting and auditing procedures and the service delivery to the public has been better.

    Town Panchayats are under the administrative control Municipal Administration and Water Supply Department, at Govt. level.

    The Town Panchayats are places of importance such as Division / Taluk headquarters, Tourist Spots, Pilgrim Centers and Commercial/Industrial towns. This has necessitated special attention to the civic needs of the Town Panchayats.

Rain Water Harvesting and  Artificial Recharge to Ground Water:

Rain water harvesting is essential because :-

Surface water is inadequate to meet our demand and we have to depend on ground water.

Due to rapid urbanization, infiltration of rain water into the sub-soil has decreased drastically and recharging of ground water has diminished.

As you read this guide, seriously consider conserving water by harvesting and managing this natural resource by artificially recharging the system. The examples covering several dozen installations successfully operating in India constructed and maintained by CGWB, provide an excellent snapshot of current systems.

Concluding Remarks at The Conference Of Collectors And Police Officers.

Concluding Remarks Of Selvi J Jayalalithaa, Hon’ble Chief Minister Of Tamil Nadu At The Conference Of Collectors And Police Officers On 19.12.2012.

The Conference of Collectors and Police Officers is an important administrative function which the Government performs annually. And I have been conducting these conferences with complete involvement and sincerity.  I am sure that all of you would have noticed that there was a decision taken on every point that was mentioned here by the Collectors and  the  Police Officers. As a team, we were all actively involved in this brain storming exercise which illumined the way forward.

Now, I am happy to make, the following announcements which have emerged as the outcome of the deliberations at this three day Conference.

• Recharge shafts will be erected in 4000 places at an estimated cost of 20 crore rupees in Tiruvarur District.

• Muthupettai in Tiruvarur District will be developed as an “Eco-Tourist Centre”.

•  In all the class rooms in Government Schools from 3rd Std. to 8th Std., District Maps, Tamil Nadu Map, and Map of India have been pasted in Tiruvarur District. This should be emulated in all the other Districts.

• At present, one day training is given to the beneficiaries, under the free distribution of milch cows scheme. Henceforth, intensive training for three days will be given.

•  Two more mobile vans for PDS will be provided for Kalrayan Hill area of Villupuram District.
• One post of DEO will be sanctioned for Kallakurichi in Villupuram District.

• The surplus  water from the Harichandra River in Nagapttinam District will be stored in the land available, adjoining the river by constructing a storage structure in 1000 acres which would serve as a drinking water source.

• Additional funds will be sanctioned for completing the construction of 7 schools in Nagapattinam District which could not be completed within the sanctioned amount.

• ECO Tourism will be promoted at Pachamalai Hills in Trichy District.

• A Milk Dairy will be established at Perambalur catering to the needs of Perambalur and Ariyalur Districts. 

• A separate Highways Division will be established at Perambalur. 

• Funds for developmental works in the Districts will be enhanced from Rs.2 crores to 5 crores for each District.

• Discretionary Funds allocated to the Collectors will be enhanced to Rs. 10 lakhs.

• Tenements will be constructed for 6730 families living in slums in Thiruvallur District.

• The Government Hospital at Tiruvallur will be upgraded to the standard of a Medical College Hospital.

• A  Trauma Care Centre will be set up on NH-5 in Tiruvallur District.

• Vehicles will be provided for Deputy Tahsildar cadre Taluk Supply Officers in Vellore District.

Eligibility to Apply for Hajj 2013.

    Haj Committee of India has decided that International Passport holders (with a validity atleast upto 31-03-2014) alone will be eligible to apply for Hajj 2013.  Hence, the intending applicants who do not have passports are requested to apply for and obtain passports well before the Announcement for Hajj 2013 which is likely in February 2013.

     The applicants who  are holding  Passports (including children and infants) should check the validity of their passports and get them renewed  if the passports are not valid till 31-03-2014.  They should also ensure that their Passports contain a minimum of two empty visa pages adjacent to each other.

    Further, Indian Financial System (IFS) code has to be furnished by all applicants as it has been made compulsory from Hajj 2013 onwards, and hence the intending applicants are requested to open an account with a bank having IFS code and submit a cheque leaf (with endorsement as cancelled) in proof of opening of bank account as above.

Science City - Women Scientist Awards-2011.

   Science City, Department of Higher Education, Government of Tamil Nadu had instituted the Tamil Nadu Young Women Scientists Award and Lifetime Achievement Award for Women Scientists in the year 2000. This year for the Women Scientist Awards — 2011” science city released press release in the month of July, 2012 and mentioned last date as 23rd October, 2012 and extended the last date as 16th November, 2012.

    Presently the science City is extending the last date to 31st December, 2012 for the submission of filled up nominations Applications can be downloaded from the Science City website www.sciencecitychennai.in.

    Considering the importance and significance of the awards, we request you to issue necessary directions to the officials to give wide publicity in this regard for the encouragement of Tamil Nadu women scientists in research.

  I  am  happy  to  interact  with  all  of  you  at  this  Second  Conference  of District Collectors and Superintendents of Police today.  I would like to recall my observations made in the First Conference last year where I specifically emphasized that this Government would come out with concrete strategies for creating an environment to realize the aspirations of the people.  During this Conference, we will find out whether  we have moved in that direction and if necessary fine-tune our strategies for speedier implementation of various schemes thereby ensuring timely benefits to the targeted groups.

 2.  I would like to reiterate that this Government is fully committed to giving a clean, transparent, efficient and responsive administration.  The people of this State have reposed their faith in this Government by giving us a decisive mandate.  This Government is therefore duty bound to ensure that the poor and the downtrodden are given all possible assistance to lead a decent and dignified life.

 3.  It is well known that a just and fair society prospers the fastest. There is not only economic well being  in such a society but also genuine happiness.  I have outlined a vision for Tamil Nadu, which encompasses within itself material progress and distributive justice. I rely upon all of you present here today, to convert that vision into a reality. This can be achieved only through exemplary governance.

 4.   Exemplary and not just good governance is the goal that we have set for ourselves. I have led the State’s administration from the front. Eradication of poverty by providing the essential needs of food, clothing and shelter, implementation  of social security schemes in a comprehensive manner, development of infrastructure for economic development, improving health care and promoting the well being of the people, and providing a life of dignity to the people with access to education, employment opportunities and growth in an atmosphere characterised by peace stability and order have been my watchwords. Maintenance  of public order, political stability and a plan for progress that focuses on the greatest good for the greatest number are the prerequisites for such governance. I am proud to say that with regard to these prerequisites we have achieved a lot of progress in the last 19 months. But there are always many more improvements to be made. Exemplary governance will require not mere progress but perfection in every sphere.

Solar Energy Park in Paramakudi Taluk.

An MoU was signed in the presence of the Honble Chief Minister for erection of Solar Energy Park in Paramakudi Taluk, Ramanathapuram District.

   Chief Minister J Jayalalithaa on Thursday presided over the signing of a memorandum of understanding (MoU) to set up a solar energy park in Paramakudi taluk of Ramanathapuram district.

   The park will come up on a 500-acre site, and is expected to cost Rs 920 crore.

   The MoU signed between Tamil Nadu Industrial Development Corporation (TIDCO) and Raasi Green Earth energy Pvt Ltd, envisions the setting up of the solar energy plant in 12 months’ time.

   The MoU for the park, which is to be developed on a Public Private Partnership (PPP) model, said it would have an installed power generation capacity of 100 MW. A press release from the government said the project is the first of its kind in India.

Invitation for EOI to Carry Out District Need Assessment on Child Protection.

    The Department of Social Defence intends to  carry out  District Need Assessment  on  Child Protection  in all the 32 District of Tamil Nadu under Integrated Child Protection Scheme (ICPS) as per GOI norms.  Expressions of Interest (EOI) are invited on behalf of Tamil Nadu State Child Protection Society (TNSCPS) by  the  Department of Social Defence, Government of Tamil Nadu from prominent Registered Non-Governmental Agencies (NGA) /  NonGovernment Organization (NGO) / Academic Institutions (AI)  etc.  to  carry out District Need Assessment on Child Protection in all the 32 Districts of the State.

      Weightage and preference would be given to the NGA / NGO / AI having a proven track record and adequate and competent human resource.  The NGA / NGO / AI  etc.

    Interested organizations are requested to submit their proposals to

Expression of Interest for inviting NGO’s- for implementing Anemia Control Programme among Pregnant women and Adolescent Girls using behavioural change communication strategy in eighteen districts in the state of Tamil Nadu through PPP mode

Objectives: 

 The State Health Society, Tamil Nadu invites from  the reputed Non- Governmental  Organisation for implementation of Anaemia Control  Programme among pregnant women and adolescent girls using a behaviour change communication strategy  in 18 Districts in the State of TamilNadu. The project has already been piloted in one block in each of the  5 districts namely Theni, Thanjavur, Dindugul, Ramnad and Madurai.

Strategy: 

• Baseline survey 
• Identification of problems 
• Developing BCC strategy in line with the outcome of the pilot programme implemented in  five districts. 
• Implementation of BCC strategy 
• Monitoring 
• Evaluation

• The State Health Society will provide  Financial support to the organisation 
• The NGO will have to work in tandem with the Health Department in the districts
