Letter to Prime Minister of India Addressed by CM.


Text of the D.O. letter dated 25.12.2012 addressed by  Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu to  Dr. Manmohan Singh, Hon’ble Prime Minister of India is reproduced below :-

     “As you are aware, Tamil Nadu has been undergoing a severe power crisis of a magnitude unprecedented in recent memory. While the demand is of the order of 12000 MW, supply from all available sources is only about 8000 MW, thereby leaving a huge gap of about 4000 MW. Ever since I assumed office as Chief Minister of Tamil Nadu for the third time in 2011, I have been requesting you for additional allocation of power. To our great disappointment, the response from the Government of India to our request has been totally negative. While  I had requested in my letter dated 6.6.2011 for 1000 MW of additional allocation of power, we were allocated a meagre quantum of 100 MW only.

    When I had written a letter to you on 23.10.2012 requesting to allocate the power from Central Generating Stations surrendered by the Government of Delhi, I did not receive any positive response.  On the contrary, the Government of India cited transmission constraints virtually negativing our request.  Therefore, it stands to reason that at least, the entire power generated by Central Generating Stations in Tamil Nadu by the Neyveli Lignite Corporation, the Madras Atomic Power Station at Kalpakkam and the Joint Venture Unit between NTPC and Tamil Nadu Generation and Distribution Corporation Ltd. (TANGEDCO) commissioned recently at Vallur near Chennai totaling 2830 MW is allocated to Tamil Nadu where there are no transmission constraints, as an interim arrangement, to meet the huge power deficit and to alleviate the severe hardship faced by the people of Tamil Nadu, till all the new power projects under construction in Tamil Nadu are fully commissioned.

    You are also aware of the extraordinary lengths to which the Government of Tamil Nadu has gone to ensure the smooth commissioning of the Atomic Power Project at Koodangulam.    In  fact, when  I had an occasion  to meet you  recently, you were gracious enough to acknowledge the great effort made by my Government under my leadership in handling the very complex and large scale law and order issues and continuous agitations that were conducted with the sole objective of stalling the commissioning of this nuclear power project.  In return, I expect the Government of India to dedicate the entire power of  2000 MW from this project on successful commissioning, to the State of  Tamil Nadu.  

     I would like to point out that this request is not an unreasonable one and not without a precedent.  I would also like to point out that the first two Units of 500 MW each totaling 1000 MW produced by the Central Generating Station at Simhadri in Andhra Pradesh, constructed and operated by the National Thermal Power Corporation (NTPC) has been entirely dedicated to the State of Andhra Pradesh.  I request the Government of India to adopt the same yardstick to dedicate the entire power produced by the Koodangulam Power Project to the State of Tamil Nadu in the interest of  the people of this State suffering from severe power deficit.

In conclusion, I urge you to bestow your deepest attention on and give your urgent consideration to our request to allocate the entire power produced by the Central Generating Stations in Tamil Nadu to our State as an interim measure and to dedicate the entire Koodangulam Power to our State. ”

Directorate of Town Panchayats.


  Tamil Nadu is the first State to have introduced a classification in the status of local bodies as ‘Town Panchayat’, which was planned as a transitional body between Rural and Urban Local Bodies.

   The Town Panchayats were conferred with individual administrative powers and unique functional characters have been in existence for over a century. The Town Panchayats  adopt well devised accounting and auditing procedures and the service delivery to the public has been better.

    Town Panchayats are under the administrative control Municipal Administration and Water Supply Department, at Govt. level.

    The Town Panchayats are places of importance such as Division / Taluk headquarters, Tourist Spots, Pilgrim Centers and Commercial/Industrial towns. This has necessitated special attention to the civic needs of the Town Panchayats.

Rain water harvesting is essential because :-

Surface water is inadequate to meet our demand and we have to depend on ground water.

Due to rapid urbanization, infiltration of rain water into the sub-soil has decreased drastically and recharging of ground water has diminished.



As you read this guide, seriously consider conserving water by harvesting and managing this natural resource by artificially recharging the system. Concluding Remarks at The Conference Of Collectors And Police Officers.

Concluding Remarks Of Selvi J Jayalalithaa, Hon’ble Chief Minister Of Tamil Nadu At The Conference Of Collectors And Police Officers On 19.12.2012.

The Conference of Collectors and Police Officers is an important administrative function which the Government performs annually. And I have been conducting these conferences with complete involvement and sincerity.  I am sure that all of you would have noticed that there was a decision taken on every point that was mentioned here by the Collectors and  the  Police Officers. As a team, we were all actively involved in this brain storming exercise which illumined the way forward.



Now, I am happy to make, the following announcements which have emerged as the outcome of the deliberations at this three day Conference.
  • Recharge shafts will be erected in 4000 places at an estimated cost of 20 crore rupees in Tiruvarur District.
  • Muthupettai in Tiruvarur District will be developed as an “Eco-Tourist Centre”.
  •  In all the class rooms in Government Schools from 3rd Std. to 8th Std., District Maps, Tamil Nadu Map, and Map of India have been pasted in Tiruvarur District. This should be emulated in all the other Districts.
  • At present, one day training is given to the beneficiaries, under the free distribution of milch cows scheme. Henceforth, intensive training for three days will be given.
  •  Two more mobile vans for PDS will be provided for Kalrayan Hill area of Villupuram District.
  • One post of DEO will be sanctioned for Kallakurichi in Villupuram District.
  • The surplus  water from the Harichandra River in Nagapttinam District will be stored in the land available, adjoining the river by constructing a storage structure in 1000 acres which would serve as a drinking water source.
  • Additional funds will be sanctioned for completing the construction of 7 schools in Nagapattinam District which could not be completed within the sanctioned amount.
  • ECO Tourism will be promoted at Pachamalai Hills in Trichy District.
  • A Milk Dairy will be established at Perambalur catering to the needs of Perambalur and Ariyalur Districts. 
  • A separate Highways Division will be established at Perambalur. 
  • Funds for developmental works in the Districts will be enhanced from Rs.2 crores to 5 crores for each District.
  • Discretionary Funds allocated to the Collectors will be enhanced to Rs. 10 lakhs.
  • Tenements will be constructed for 6730 families living in slums in Thiruvallur District.
  • The Government Hospital at Tiruvallur will be upgraded to the standard of a Medical College Hospital.
  • A  Trauma Care Centre will be set up on NH-5 in Tiruvallur District.
  • Vehicles will be provided for Deputy Tahsildar cadre Taluk Supply Officers in Vellore District.

Eligibility to Apply for Hajj 2013.


    Haj Committee of India has decided that International Passport holders (with a validity atleast upto 31-03-2014) alone will be eligible to apply for Hajj 2013.  Hence, the intending applicants who do not have passports are requested to apply for and obtain passports well before the Announcement for Hajj 2013 which is likely in February 2013.

     The applicants who  are holding  Passports (including children and infants) should check the validity of their passports and get them renewed  if the passports are not valid till 31-03-2014.  They should also ensure that their Passports contain a minimum of two empty visa pages adjacent to each other.

    Further, Indian Financial System (IFS) code has to be furnished by all applicants as it has been made compulsory from Hajj 2013 onwards, and hence the intending applicants are requested to open an account with a bank having IFS code and submit a cheque leaf (with endorsement as cancelled) in proof of opening of bank account as above.

Science City - Women Scientist Awards-2011.


   Science City, Department of Higher Education, Government of Tamil Nadu had instituted the Tamil Nadu Young Women Scientists Award and Lifetime Achievement Award for Women Scientists in the year 2000. This year for the Women Scientist Awards — 2011” science city released press release in the month of July, 2012 and mentioned last date as 23rd October, 2012 and extended the last date as 16th November, 2012.

    Presently the science City is extending the last date to 31st December, 2012 for the submission of filled up nominations Applications can be downloaded from the Science City website www.sciencecitychennai.in.

    Considering the importance and significance of the awards, we request you to issue necessary directions to the officials to give wide publicity in this regard for the encouragement of Tamil Nadu women scientists in research.

  I  am  happy  to  interact  with  all  of  you  at  this  Second  Conference  of District Collectors and Superintendents of Police today.  I would like to recall my observations made in the First Conference last year where I specifically emphasized that this Government would come out with concrete strategies for creating an environment to realize the aspirations of the people.  During this Conference, we will find out whether  we have moved in that direction and if necessary fine-tune our strategies for speedier implementation of various schemes thereby ensuring timely benefits to the targeted groups.

 2.  I would like to reiterate that this Government is fully committed to giving a clean, transparent, efficient and responsive administration.  The people of this State have reposed their faith in this Government by giving us a decisive mandate.  This Government is therefore duty bound to ensure that the poor and the downtrodden are given all possible assistance to lead a decent and dignified life.

 3.  It is well known that a just and fair society prospers the fastest. There is not only economic well being  in such a society but also genuine happiness.  I have outlined a vision for Tamil Nadu, which encompasses within itself material progress and distributive justice. I rely upon all of you present here today, to convert that vision into a reality. This can be achieved only through exemplary governance.

 4.   Exemplary and not just good governance is the goal that we have set for ourselves. I have led the State’s administration from the front. Eradication of poverty by providing the essential needs of food, clothing and shelter, implementation  of social security schemes in a comprehensive manner, development of infrastructure for economic development, improving health care and promoting the well being of the people, and providing a life of dignity to the people with access to education, employment opportunities and growth in an atmosphere characterised by peace stability and order have been my watchwords. Maintenance  of public order, political stability and a plan for progress that focuses on the greatest good for the greatest number are the prerequisites for such governance. I am proud to say that with regard to these prerequisites we have achieved a lot of progress in the last 19 months. But there are always many more improvements to be made. Exemplary governance will require not mere progress but perfection in every sphere.

Solar Energy Park in Paramakudi Taluk.

An MoU was signed in the presence of the Honble Chief Minister for erection of Solar Energy Park in Paramakudi Taluk, Ramanathapuram District.

   Chief Minister J Jayalalithaa on Thursday presided over the signing of a memorandum of understanding (MoU) to set up a solar energy park in Paramakudi taluk of Ramanathapuram district.

   The park will come up on a 500-acre site, and is expected to cost Rs 920 crore.



   The MoU signed between Tamil Nadu Industrial Development Corporation (TIDCO) and Raasi Green Earth energy Pvt Ltd, envisions the setting up of the solar energy plant in 12 months’ time.

   The MoU for the park, which is to be developed on a Public Private Partnership (PPP) model, said it would have an installed power generation capacity of 100 MW. A press release from the government said the project is the first of its kind in India.

Invitation for EOI to Carry Out District Need Assessment on Child Protection.


    The Department of Social Defence intends to  carry out  District Need Assessment  on  Child Protection  in all the 32 District of Tamil Nadu under Integrated Child Protection Scheme (ICPS) as per GOI norms.  Expressions of Interest (EOI) are invited on behalf of Tamil Nadu State Child Protection Society (TNSCPS) by  the  Department of Social Defence, Government of Tamil Nadu from prominent Registered Non-Governmental Agencies (NGA) /  NonGovernment Organization (NGO) / Academic Institutions (AI)  etc.  to  carry out District Need Assessment on Child Protection in all the 32 Districts of the State.

      Weightage and preference would be given to the NGA / NGO / AI having a proven track record and adequate and competent human resource.  The NGA / NGO / AI  etc.

    Interested organizations are requested to submit their proposals to

     The EOIs  should  reach  the Director of Social Defence  on or before 26.12.2012. TNSCPS will have the right to reject any or all EOIs, received in response to this invitation, and its decision in this regard shall be final and binding.

Inviting NGO’s- for Implementing Anemia Control Programme.

Expression of Interest for inviting NGO’s- for implementing Anemia Control Programme among Pregnant women and Adolescent Girls using behavioural change communication strategy in eighteen districts in the state of Tamil Nadu through PPP mode

Objectives: 

 The State Health Society, Tamil Nadu invites from  the reputed Non- Governmental  Organisation for implementation of Anaemia Control  Programme among pregnant women and adolescent girls using a behaviour change communication strategy  in 18 Districts in the State of TamilNadu. The project has already been piloted in one block in each of the  5 districts namely Theni, Thanjavur, Dindugul, Ramnad and Madurai.

Strategy: 

  • Baseline survey 
  • Identification of problems 
  • Developing BCC strategy in line with the outcome of the pilot programme implemented in  five districts. 
  • Implementation of BCC strategy 
  • Monitoring 
  • Evaluation

Opening Remarks of CM During the Cauvery Issue.


   Opening Remarks of Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu during the meeting held on 29.11.2012 with Hon’ble Chief Minister of Karnataka at Bangalore on Cauvery River Water issue Hon’ble Chief Minister of Karnataka, Ministers and Officials of the Government of Karnataka, 

     We are meeting here as per the suggestion of the Hon’ble Supreme Court, which has opined that the Chief Ministers of both Tamil Nadu and Karnataka should have a meaningful dialogue in the interests of the farmers of both the States.

      During the 7th meeting of the Cauvery River Authority held on 19th September, 2012, I pointed out to the Prime Minister that Tamil Nadu should have received a quantity of 137 TMC ft. at Mettur Reservoir during the crucial months of June to September, as per the Interim Order of the Cauvery Water Disputes Tribunal dated 25th June, 1991.  I had also brought out the facts that, during this distress year, Tamil Nadu was deprived of its due share of 48.50 TMC ft. up to 15th September, 2012, as per the Distress Sharing Formula of the Central Water Commission.  I, therefore, urged the Prime Minister to order release of water every day at the rate of 2 TMC ft. for 24 days, so as to enable the farmers of Tamil Nadu to cultivate at least one  single Samba Crop on an extent of 14.93 lakh acres, as the Delta farmers had already lost the Kuruvai crop. I requested that Karnataka should be advised to release water as per the binding Interim Order of the Cauvery Water Disputes Tribunal dated 25th June, 1991.

      I wish to bring to your notice that the present storage in Mettur reservoir is very alarming and the prospect for bringing the Samba crop to maturity is very bleak. The North-East Monsoon has failed the farmers of Tamil Nadu.  The effective storage available in Mettur reservoir as on 27th November, 2012, is 6.34 TMC ft. only, after accounting for dead storage and domestic water supply requirements.

     I have come here with the hope that this meeting will justify the faith placed by the Supreme Court in both the States, to find an amicable solution to the present water crisis, and will help alleviate  the misery of the farmers of Tamil Nadu.

     In the current year, as you are aware, Mettur Reservoir was opened for irrigation only on 17th September, 2012, as against the normal opening in June every year, and water is required to be provided till the middle of February, 2013. The present storage is wholly inadequate and in the absence of releases from Karnataka, a large section of the farming community will be put to immense suffering. Having already lost the Kuruvai crop, the farmers will not be able to save even the single Samba crop if the water shortage continues.

     During this year, the deficit in inflows in the Cauvery basin is as much as 40%, as assessed by the Cauvery Monitoring Committee (CMC).

     As per the Interim Order and subsequent Orders and the Final Order passed by the Tribunal, the distress should have been shared proportionately by all the party States and consequently, as per the directions of the Tribunal, at least 60% of the water should have been released by Karnataka and received at the Mettur reservoir.

      As per the Interim Order of the Tribunal, Tamil Nadu should have received about 167.16 TMC ft. during the period from June to October, against which we have received only about 47.31 TMC ft., the shortfall being about 119.85 TMC ft. However,  adopting the pro-rata sharing of distress, as envisaged by the Cauvery Monitoring Committee, in its meeting held on 15th November, 2012, we should have received about 100.85 TMC ft., and there is a shortfall to the extent of about 53.4 TMC ft. at the Mettur reservoir.

      As on 27th November, 2012, Tamil Nadu has an effective storage of only 6.34 TMC ft. at Mettur reservoir. As the State is facing an unsatisfactory, inadequate North-East Monsoon, the situation is further aggravated and Tamil Nadu needs at least an additional 65 days of irrigation supply to support the present standing Samba crops on about 14.93 lakh acres. The standing Samba crops in Tamil Nadu are facing a grave situation of total failure.

     I would like to draw attention to the statement of the Hon’ble Chief Minister of Karnataka, in the Memorandum dated 19th September, 2012, presented to the Prime Minister in the meeting of the CRA on 19.9.2012, in which it has been stated as follows:

              “The pattern of flows in the Cauvery basin indicates that the deficits that occur till the end of September are always made good between October and December. In the last 5 water years, the deficits that occurred before September were cleared with surpluses…” 

     I, therefore, expect that the deficit of 53.4 TMC ft. will be made good by Karnataka in any case before December, 2012.  As an interim measure, I request you to order an immediate release of 30 TMC ft. in the next 15 days.

      I request the Hon’ble Chief Minister of Karnataka to consider the plight of the farmers of the State of Tamil Nadu and justify the faith reposed by the Hon’ble Supreme Court and order the immediate release of 30 TMC ft. in the next 15 days, and to further release 23.4 TMC ft before the end of December, 2012.

Bill for Amendment to Certain Provisions of the Registration.

    Government is taking all possible steps to prevent land grabbing and bogus registration. It is felt that the root cause of land grabbing and bogus registration is due to the fact that the registration of the documents of Power of Attorney, Sale Agreements and Agreements relating to Deposit of Title Deeds is optional. In order to prevent the misuse of these documents in cheating people, the Legislative Assembly had passed a Bill for amending certain provisions of the Registration Act, 1908 on 16.5.2012 and the President of India has now given assent to the above amendment and the same has been enacted as Tamil Nadu Act 29 of 2012.

      According to the amendments made, it has been made compulsory to register the documents relating to Power of Attorney, Sale Agreement, Agreement relating to Deposit of Title Deeds and Construction Agreement as provided under Article 5(i) of the Indian Stamp Act, 1899. Documents of Power of Attorney executed outside India are exempted from compulsory registration. While the present arrangement of registering Sale Agreement and Agreement relating to Deposit of Title Deeds with jurisdictional Sub-Registrar will continue, documents of Power of Attorney have to be registered either with the jurisdictional Sub-Registrar, where the property is situated or where the principal resides. Further it has also been provided to affix the photographs of the agent and identifying witnesses in the documents of Power of Attorney and it has been mandated for the agent to sign in such documents. As the registration of the above said documents is now being made compulsory, a registered document will take precedence over an unregistered document.

     The above amendments will be brought into force from 1.12.2012.

Directorate of School Education:

   The Structure of education in the state, as presented in the figure is based on the national level pattern with 12 years of schooling (10+2+3), consisting of eight years of elementary education, that is, five years of primary and three years of middle school education for the age groups of 6-11 and 11-14 years, respectively, followed by secondary and higher secondary education of two years each besides two years of pre-primary education. The entry age in class 1 is 5+. Pre-primary classes form age group 3 to 4. 


   The higher secondary school certificate enables pupils to pursue studies either in universities or in colleges for higher education in general academic streams and in technical and professional courses such as B.E., MBBS., elementary teacher training (ETT) etc., which are of different durations. A student can join the Industrial Training Institute (ITI) and Polytechnic after high school. After higher secondary or the +2 stage, the first University degree takes three years to complete followed by Post Graduation course of two years. Students can also join Professional Courses like B.Ed., and B.L. after completion of graduation and on completion of Post Graduation, a student may work for M.Phil/Ph.D degree.

     TEDA (Tamil Nadu Energy Development Agency), a State Nodal Agency under Ministry of New and Renewable Energy (MNRE)/Government of India is promoting the renewable energy among masses by creating the much-needed awareness.  In this connection, TEDA has been organizing various functions/ activities comprising rallies, human chains /mini-marathon, competitions such as essay writing, painting, quiz, debate etc. among the student community.   This has stimulated the much needed mass awareness about the need, benefits and the relevance of renewable energy in the present scenario.

     I think you have a multiparty parliamentary system and have a different election system. I read that your term of office is four years, but ours is five years.

      I wish to take this opportunity to provide you a bird's eye view of our State, its Legislature and the developmental measures announced by our Hon'ble Chief Minister. The State of Tamil Nadu enjoys a tropical climate and is endowed with all kinds of natural wealth, talented manpower and is populated by warm and friendly people. 

     Tamil Nadu is the eleventh largest state in India by area and the seventh most populous state. The population as per the latest census is about 72 million with a literacy rate of 80%.  It is the fourth largest contributor to India's GDP. 

       Tamil Nadu is also the most urbanised state in India. The state has the highest number of business enterprises and stands second in total employment in India. Letter to PM to Remove Offensive Remarks on Nadar community.


Text of the D.O. letter dated 16.11.2012 addressed by  Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu to  Dr. Manmohan Singh, Hon’ble Prime Minister of India is reproduced below :-

 “I would like to draw your kind attention to an appeal made by the Nadar Community in Tamil Nadu to remove objectionable references in the Social Studies book prescribed for Class IX in the CBSE schools.  The textbook published by the National Council of Educational Research and Training, New Delhi, in Chapter VIII deals with “Clothing: A Social History”. In this Chapter in the sub-heading “Transformation in Colonial India”,  a reference is made to “Caste Conflict and Dress Change” in para 4.1 in page 168, wherein many derogatory statements have been made about the Nadar community.

  Contrary to the information given in the text, the Nadars are the original inhabitants of the Kanyakumari District.  The Kumari District is what remains of the sunken Kumari Continent which is the cradle of Tamil Civilisation.  This is corroborated by the Tholkappiam and Silappathikaram literatures.  Two famous Tamil poets, namely, Tholkappiar and Athanakottu Asan were born in this district.  Moreover, the said text has neglected the struggles of Aiyya Vaikundar in the “Upper Cloth Revolt” and also his social reforms.
 
  The Nadars are said to be descendants of those who ruled the Cheran, Cholan and Pandyan Kingdoms.  The traditions followed by the Nelamaikkarars (Nadans) and the existence of the ruins beneath the Teri palmrya forests of Tiruchendur and the Pandyan capital city of Korkai, where the Nadar population is predominant, suggest they could very well be the heirs of the Early Pandyas.  Two inscriptions at Kallidaikurichi suggest that in medieval times, the Nadars served as administrators and accountants for both the Chera and Pandya Kingdoms.  Thus, the Nadar community is not a lower caste as mentioned in the CBSE book. Rather, they have been rulers of South India at one point of time.

  The social and economical development achieved by the Nadars over the years is commendable.  Their success in the fields of education and business can be attributed to their hard work and determination.  Great leaders including Shri.K.Kamaraj belonged to this community and their contribution to Society is immeasurable.  

 Representations have been made to me by various associations belonging to the Nadar community condemning the inclusion of such objectionable references about their community.

 The incorrect details given in the textbook are very misleading and may leave a wrong impression in the minds of the students about the said community.  

  May I, therefore, request you to intervene in the matter and advise the concerned Ministry to take immediate  action to remove the topic “Caste Conflict and Dress Change” from Chapter VIII of the IX Std. Social Studies CBSE Text Book published by the National Council of Educational Research and Training, New Delhi?”

Civil Supplies Grievances Redressal Camps in Chennai.

      Civil Supplies Grievances redressal camps are being held in Chennai city every month for the redressal of public grievances regarding issue of new family cards, changes in the family cards, deficiencies in the functioning of Fair Price Shops or PDS commodities supplied or regarding unfair trade practices or deficiencies in the goods sold by the private sector in the market.

      Accordingly, Civil Supplies Grievances  Redressal  camps  for the month of  November 2012 will be held on 10.11.2012 at 10.00 am at the places given in the Annexure.  Officials from Civil Supplies and Consumer Protection Department, Co-operative Department and TamilNadu Civil Supplies Corporation would participate in the camps.

Tamil Nadu Solar Energy Policy 2012.

Vision Of The Government Of Tamilnadu :

     The Honourable Chief Minister Selvi J Jayalalithaa has a vision of developing Tamil  Nadu  as  a  world  leader  in  Solar  Energy  by  establishing  3000  MW  by 2015.

     Tamil Nadu is committed to leading the country by generating 3000 MW of Solar Power by 2015 through a policy conducive to promoting solar energy in the State. This Government headed by the Hon’ble Chief Minister Selvi J Jayalalithaa, intends to make Solar Energy a people’s movement just as it did earlier in the case of Rain Water Harvesting.

Research And Development And Capacity Building:

     Research and Development on solar technologies / solar thermal storage systems, testing facilities towards the development of solar technologies will be encouraged. Technology Demonstrations on innovative projects in association with reputed institutions will also be encouraged.

     To effectively implement this policy and to achieve the intended objectives, the Tamil Nadu Energy Development Agency (TEDA) will promote capacity building in the area of Solar Energy.

Notice for Public - TNPCB.

Noise Standards for Fire-crackers.


(The Noise standards for fire-crackers were notified by the Environment (Protection) (Second Amendment) Rules, 1999 vide G.S.R.682(E), dated the 5th  October, 1999 and inserted as serial no. 89 of Schedule I of the Environment (Protection) Rules, 1986. Subsequently these Rules were amended by the Environment (Protection) Second Amendment Rules, 2006 vide G.S.R. 640(E), dated the 16th October, 2006, under the Environment (Protection) Act, 1986).

  • The manufacture, sale or use of fire-crackers generating noise level exceeding 125 dB(AI) or 145 dB(C)pk at 4 meters distance from the point of bursting shall be prohibited.
  • For  individual  fire-cracker  constituting  the  series  (joined firecrackers), the above mentioned limit be reduced by 5 log 10(N) dB, where N = number of crackers joined together.


The broad requirements for measurement of noise from fire-crackers shall be

  • The measurements shall be made on a hard concrete surface of minimum 5 meter diameter or equivalent.
  • The measurements shall be made in free field conditions i.e., there shall not be any reflecting surface up to 15 meter distance from the point of bursting.
  • The measurement shall be made with an approved sound level meter.

The Department of Explosives shall ensure implementation of these standards.

The fire-crackers for the purpose of export shall be exempted from the sub paragraphs A, B and C above, subject to the compliance of the following conditions, namely:-

  • The manufacturer shall have an export order;
  • The fire-crackers shall conform to the level prescribed in the country to which it is exported;
  • They shall have a different packing color code, and
  • There shall be a declaration on the box “not for sale in India” or “only for export in other countries”.

           dB(C)pk : C-Weighted Peak Sound Pressure Level in decibel.

State Health Society - Tamil Nadu.

State Rural Health Mission was launched in Tamil Nadu on 12.4.05 with the view to bring architectural correction of the health system to enable it to effectively handle increased allocations and promote policies that strengthen public health management and service delivery as prescribed under the NRHM of India. The programme is for the period of 2005-2012. The programme is funded by Government of India.


Family Welfare:
  • To improve the safety and efficacy of family welfare services.
  • To implement a State specific Safe Abortion Policy, which covers availability of safe abortion services and emergency contraception at all levels of health care.
  • To increase access to spacing methods with specific focus on improving IUD utilization.
  • To shift the camp approach to Fixed Day Service (FDS) approach in all the Primary Health Centres.
  • To increase access of prospective clients for terminal family planning methods, especially in pockets of higher order birth.
  • To promote NSV as a method for increasing male participation in family planning.

Other Programmes:

Honble Chief Minister presided over the MoU signing ceremony with 12 Companies.

The Tamil Nadu Government signed 12 MoUs with different companies from various sectors at ITC Grand Chola Hotel, Chennai.  These MoUs would bring investment to the tune of around Rs 20,925 crore and would create around 1.36 lakh jobs.



The MoUs were signed in front of Tamil Nadu Chief Minister J Jayalalithaa. The companies include Hyundai Motors India Ltd, Indo Rama Group of Companies, ADD Industrial Park (TN) Ltd, BGR Energy Group Companies, Harsha Group of Companies, Saint Gobain Glass India, Danfoss Industries Pvt Ltd, Nokia India Pvt Ltd, Sanmina-SCI India Pvt Ltd, Tube Investments of India, Amway India Enterprises and TVS Group Companies.
