Announcements of The Welfare of BC, MBC and DNC.

Schemes for the Welfare of Backward  Classes, Most Backward Classes and Denotified Communities:

The benefit of schemes implemented for the welfare of BCs, MBCs, DNCs in Tamil Nadu are available only to those who are natives of Tamil Nadu and who belong to the castes included in the list of BCs, MBCs, DNCs . Any one who is not a native of Tamil Nadu is not entitled to any benefit from  any scheme even if he belongs to a caste included in the list of BCs,MBCs & DNCs of Tamil Nadu.

BC, MBC& DNC Welfare schemes are being implemented by district Collectors in the districts.  He is assisted by District Backward Classes and Minorities Welfare Officer -Cum- Regional Manager Tamil Nadu Backward Classes Economic Development Corporation in the implementation of the schemes at the district level.

Points to be considered before buying a flat:

Save your hard earned money

  • Check whether the details of approved plan has been displayed at the site.
  • Check whether the flat has been constructed as per the approved plan.
  • Check whether the promoter/power of attorney has a right to transfer the undivided shares of land.
  • Verify whether entire undivided shares of land has been transferred by the land owner/promoter/power of attorney to you.
  • Land owner/promoter/power of attorney has no right over the open spaces and in the terrace after entire undivided shares of land has been transferred.
  • Check whether the completion certificate issued by the CMDA has been obtained after the completion of the building.
  • If you have any further clarifications regarding purchase of flat, kindly contact the counselling counter at CMDA.
Points to be considered before buying of individual plot and construction of a residential building:

  • Check whether the seller has a right over the property.
  • Verify pattah and encumference certificate for the property
  • Check whether the layout has been approved by the CMDA and sanctioned by the local body. (copy of CMDA approved layout can be obtained from CMDA on payment of nominal fee).
  • Check whether the roads and park area has been handed over to the local body through a gift deed.
  • Check whether the abutting road of the plot has been maintained by the local body or has been handed over to the local body.
  • Verify the landuse zone as per master plan for the plot.
  • Verify the completion certificate obtained for the building.
  • Verify whether the plan has been prepared according to the development control rules.
  • Check whether all the documents/certificates has been enclosed before submitting the plan for approval to CMDA/local body.
  • Obtain planning permission from CMDA and building approval from the concerned local body.
  • If not action will be taken against the unauthorized and deviated constructions.
  • Kindly avoid unauthorised/deviated construction and stay free from the enforcement action of CMDA / local body.

Letter To PM on Acute Power Shortage Prevailing in TN.

Text of the D.O. letter dated  23.10.2012 addressed by Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu to  Dr. Manmohan Singh, Hon’ble Prime Minister of India is reproduced below:-

  “I would like to draw your kind attention to my earlier letters regarding the acute power shortage prevailing in the State and the necessity to allocate additional power of 1000 MW to Tamil Nadu to partly mitigate the crisis. However, a meagre quantum of 100 MW alone was allocated to Ta

 There is severe shortage of power in Tamil Nadu due to the failure of the South West Monsoon and the constraints we face in buying power from sources outside the Southern Region due to corridor congestion. Due to the demand  - supply gap of about 4000 MW which is the highest in the Southern Region, widespread load shedding is being resorted to causing severe hardship to the consumers. The Agriculture Sector has also been amongst the worst hit due to the failure of the monsoon and inadequate power supply, thereby affecting food production.

 I have already pointed out that the deficit situation in Tamil Nadu has been aggravated due to corridor congestion and have repeatedly requested your urgent intervention to ensure that the required quantum of 1000 MW of power transmission capacity is made available to enable Tamil Nadu to receive the power contracted by the TANGEDCO.

 The Government of the National Capital Territory of Delhi has proposed to surrender power from various Central Generating Stations for the period from 1.11.2012 to 31.3.2013 for a quantum of 230 MW Round the Clock (00.00 to 24.00 hrs) and 1491 MW during 00.00 to 6.00 hrs. The Chairman-cum-Managing Director, TANGEDCO, has requested the Ministry of Power,  Government  of India,  New  Delhi,  to  reallocate  the  entire  quantum  of surrendered power to Tamil Nadu and to arrange to provide the necessary corridor on priority basis for availing of the above power.

I request your kind intervention to tide over this acute power crisis in Tamil Nadu. “

Dam Rehabilitation and Improvement Project (DRIP).

Preamble:
       Tamil Nadu is one of the States in India having significant number of dams and there is a constant need to strengthen and maintain the dams important to ensure that Dam structures and systems are properly maintained by regular monitoring and rehabilitation.



       Four states namely, Kerala, Madya Pradesh, Orissa and Tamil Nadu have been selected for the DRIP.

       In Tamil Nadu 66 WRD (Water Resources Department) dams and 38 TNEB (Tamil Nadu Electricity Board) dams were selected for DRIP with a preliminary project proposal of Rs.745.49 Crores. The duration of the project is 6 years and the project is likely to commence after signing of agreement.

Tamil Virtual Academy.

The Chief Minister of the Government of Tamil Nadu, announced at an International Seminar and Conference on Information Technology in February 1999 that a Tamil Virtual University (TVU) would be setup. This University has been established in pursuance of that announcement.

The functions of TVU are guided by a Board of Directors and is administered by a full time Director. Now, its name has been changed as Tamil Virtual Academy.



The functions of TVA include Internet based Educational Programmes, Digital Library and Development of Tamil computing (Fig.) .

Statement of the Honble Chief Minister on Foreign Direct Investment (FDI)

Press Statement of Selvi J.jayalalithaa, Hon'ble Chief Minister of Tamil Nadu - 6.10.2012.

     The UPA Government is unfazed by the sufferings of the common people, small traders and small farmers. The UPA’s latest FDI flag is diversionary - more to anesthetize the mammoth corruption charges  against the UPA Government especially when elections seem imminent. 

     The Cabinet’s approval on these issues, toting these as big ticket reforms which would accelerate unprecedented growth and boost a sagging economy is premature. 

     Increasing FDI from 26% to 49% in the Insurance Sector and opening up FDI up to 26% in Pension funds will be operational only if the relevant bills viz. Pension Fund Regulatory & Development Authority (PFRDA) Bill, 2011, and Insurance Law (Amendment) Bill, 2008, are passed by both the Houses of Parliament where the UPA faces a number crunch.

      26% FDI in the Insurance Sector was permitted, but nothing appreciable has come out of it.  Hiking it to 49% against a Parliamentary Committee recommendation will prove disastrous. As to whether they have the right to jeopardize this crucial sector is a debatable issue. Limiting the capital requirement to Rs.50 Crores for Insurance Companies will  result in the mushrooming of small companies lacking experience and capability and will be fraught with danger. This will unnecessarily expose our public to the risk of uncertainty. 

      Allowing FDI into pension funds and channelling the domestic savings of elderly persons into the highly risky and unpredictable capital market will place the future of  senior citizens at tremendous risk. 

      FDI in the Insurance Sector will lead to the emergence and dominance of Private Insurance Companies whose motives will be totally commercial. Consequently, the Public Sector Insurance Companies like LIC which participate actively in the developmental process will suffer. As a result, the developmental process of the nation itself will be adversely and severely affected.

       This move at best is a gimmick and at worst an unworthy risk. The act of disguising harmful decisions and promoting them under the name of grand reforms amounts to deceiving the people of the country. No amount of rhetoric will change the truth. I strongly oppose these moves as they are detrimental to the future of the common people of this country.

      The election work is supervised subject to the superintendence, direction and control of the Election Commission, by the Chief Electoral Officer (appointed by the Election Commission) and the officers and staff working under him. The Chief Electoral Officer is normally appointed from the Indian Administrative Service.

     The district electoral machinery comprises the District Election Officers (DEOs) [generally the Collectors or District Magistrates; in the case of Chennai, the Commissioner of the Corporation], Electoral Registration Officers (EROs) & AEROs (for preparation & maintenance of electoral rolls) (generally officers in the level of Sub-Divisional Magistrates), Returning Officers (ROs) & AROs (for conduct of elections) and other officials [like Personal Assistant (Elections) to the Collectors, Presiding and Polling officers] appointed for the conduct of elections. The Office of the Chief Electoral Officer was set up in Tamil Nadu before the first general elections in independent India in 1952, with reference to the provisions of Section 13A of the Representation of People Act, 1950, for carrying out the following

Functions and Duties

Conduct of elections/ bye-elections to

  • the 234 Assembly Constituencies in Tamil Nadu Legislative Assembly
  • the 39 Lok Sabha seats allotted to Tamil Nadu (Note: These two elections are direct elections where the people directly participate.)
  • the 18 Rajya Sabha seats allocated to Tamil Nadu
  • the office of the President of India
  • the office of the Vice-President of India.

Note: The elections to these offices are indirect elections through their elected representative in Parliament and in Tamil Nadu Legislative Assembly.

It is the duty of all election related officers to ensure that the elections are conducted in a free and fair manner and in accordance with all relevant Acts, Rules, Orders and executive directions of the Election Commission of India.

2) As on date 13  vacancies have arisen in Government I.S.M. Colleges and 175 vacancies in the Self Financing I.S.M. Colleges, breakup details of which are given  below :



3) For the above vacancies movement counseling will be held on 12.10.2012 at 9.00 AM in the First phase and as a sequence to this counseling a recounseling will be held on the same day in the Second phase for the subsequent vacancies which may arise both in Government and Self-financing ISM colleges.

4) For both the counseling the following candidates will not be eligible to participate:
(a)  Those who were absent during the first counseling
(b)  Those who signed the attendance register but didn't participate in the counseling 
(c)  Those who didn't produce Demand Draft of Rs.5,500/- at the time of counseling

(c)  During their turn during counseling due to non-availability of vacant seat in their opted system of medicine, have opted for a college which offered another system of medicine.

6)Candidates who have participated in the first counseling and tendered a Demand draft for the value of Rs. 5500/- and received their allotment order  need not bring  again a demand draft during this counseling.    Further those who have opted for waiting list should bring  a Demand Draft for the value of Rs. 5500/- from any nationalized bank  drawn on or after 04.09.2012 in favour of  “The Director, Directorate of Indian Medicine and Homeopathy, Chennai – 106”  payable at Chennai.

Tamil Nadu Pollution Control Board (TNPCB), established in 1982, celebrated its silver jubilee during this year. Functions with Head Office at Chennai, headed by Chairman, Member Secretary, one Additional Chief Environmental Engineers and Joint Chief Environmental Engineers, nineteen District offices headed by District Environmental Engineers and five District offices headed by Assistant Environmental Engineers.

To assist in the Analytical and Scientific side, the Board has established three Advanced Environmental Laboratories, ten District Environmental Laboratories and one Mobile Environmental Laboratories.

TNPCB is implementing the Pollution Control Legislations and Rules and Notifications framed therein. In discharging the duties entrusted to it, the Board investigates, collects and disseminates data relating to water, air and land pollution, lays down standards for sewage/trade effluent and emissions.

List Of Beneficiaries Candidates Selected For MBBS/BDS 2012-2013


Award Of Gandhi Adigal Police Medal

The Hon’ble  Chief Minister has ordered  the award of Gandhi Adigal Police Medal to
 (1) Tmt. N.Devarani, Superintendent of Police, Central Investigation Unit, Chennai
 (2) Thiru.I. Eswaran, Superintendent of Police, Vellore District
 (3)  Tmt. S. Vimala, Additional Deputy Commissioner of Police, Prohibition Enforcement Wing, Chennai (South)
 (4) Thiru. K.Sakthivel, Special Sub-Inspector of Police, Prohibition Enforcement Wing,  Harur, Dharmapuri District
 (5) Thiru.K.Stalin Chandrasekar, Head Constable, Prohibition Enforcement Wing, Madhavaram, Chennai for their outstanding work in curbing illicit liquor.

 The Medals will be given by Hon’ble Chief Minister on the occasion of Republic Day, 2013. A cash award of Rs.20,000/- to each of the awardees will also be presented along with the Medal.
