    மாண்புமிகு தமிழ்நாடு முதலமைச்சர் அவர்கள் 30.8.2011 அன்று தமிழக சட்டமன்றத்தில் ஆற்றிய உரையில் தமிழ்நாடு அரசு கேபிள் டிவி நிறுவனம் மாதம் ரூ.70/- என்ற குறைந்த கட்டணத்தில் தரமான கேபிள் டிவி சேவையை பொதுமக்களுக்கு கேபிள் ஆப்பரேட்டர்கள் மூலம் வழங்கும் எனவும் இதில் ரூ.20/-ஐ கேபிள் ஆப்பரேட்டர்கள் தமிழ்நாடு அரசு கேபிள் டிவி நிறுவனத்திற்கு செலுத்துவார்கள் எனவும் அறிவித்தார்கள். மாண்புமிகு தமிழ்நாடு முதலமைச்சர் அவர்களால் 2.9.2011 அன்று சென்னை நீங்கலாக தமிழகத்தின் அனைத்து மாவட்டங்களிலும் தமிழ்நாடு அரசு கேபிள் டிவியின் சேவை துவக்கி வைக்கப்பட்டது. 20.10.2012 அன்று மாண்புமிகு தமிழ்நாடு முதலமைச்சர் அவர்களால் சென்னை மாநகர கேபிள் டிவி சேவையும் துவக்கி வைக்கப்பட்டு தற்போது சிறப்பாக செயல்பட்டு வருகிறது. தமிழ்நாட்டில் உள்ள அனைத்து மாவட்டங்களிலும் 24,706 உள்ளூர் (LCO) மற்றும் பன்முனை (MSO) கேபிள் ஆப்பரேட்டர்கள் பதிவு செய்துள்ளார்கள். ஏறத்தாழ 65.62 இலட்சம் வாடிக்கையாளர்களை இந்நிறுவனம் கொண்டுள்ளது.

     மாதாந்திர சந்தா தொகை ரூ.70/-ஐ மாதம்தோறும் அந்தந்த மாவட்டங்களில் உள்ள உள்ளூர் (LCO) மற்றும் பன்முனை (MSO) கேபிள் ஆப்பரேட்டர்கள் சந்தாதாரர்களிடமிருந்து வசூல் செய்து வருகிறார்கள். மாதம்தோறும் ரூ.70/-ஐ மட்டும் சந்தாதாரர்களிடமிருந்து வசூல் செய்வதை உறுதி செய்ய ஏதுவாக வரிசை எண் இடப்பட்ட அடிக்கட்டையுடன் கூடிய ரசீது புத்தகங்கள் தமிழ்நாடு அரசு கேபிள் டிவி நிறுவனத்தின் மூலம் அச்சிடப்பட்டு வழங்கப்பட்டுள்ளன. ரசீது புத்தகங்களை மாவட்ட துணை மேலாளர்கள் மாவட்டத்திலுள்ள அனைத்து உள்ளூர் மற்றும் பன்முக ஆப்பரேட்டர்களுக்கு, அவர்களிடம் உள்ள சந்தாதாரர்கள் எண்ணிக்கைக்கு ஏற்ப வழங்குவார்கள். உள்ளூர் (LCO) மற்றும் பன்முனை (MSO) கேபிள் ஆப்பரேட்டர்கள், தமிழ்நாடு அரசு கேபிள் டிவி நிறுவனத்தால் அச்சிட்டு வழங்கப்பட்டுள்ள ரசீது புத்தகத்தை மட்டுமே பயன்படுத்த வேண்டும். இதைத் தவிர வேறு எந்தவிதமான ரசீது புத்தகத்தையும் பயன்படுத்துதல் கூடாது என அறிவுறுத்தப்படுகிறார்கள். அரசு நிர்ணயம் செய்துள்ள மாதாந்திர கட்டணத்தை விட கூடுதலாக வசூல் செய்தாலோ அல்லது தமிழ்நாடு அரசு கேபிள் டிவி நிறுவனத்தால் வழங்கப்பட்டுள்ள ரசீதினை வழங்க மறுத்தாலோ சம்மந்தப்பட்ட கேபிள் ஆப்பரேட்டர்கள் மீது கடுமையான நடவடிக்கை எடுக்கப்படும் எனத் தெரிவிக்கப்படுகிறது. இப் புதிய நடைமுறை 2014 ஆம் ஆண்டு பிப்ரவரி மாதம் 5ம் தேதி முதல் நடைமுறைக்கு வருகிறது எனவும் தெரிவிக்கப்படுகிறது.


     சந்தாதாரர்கள் தாங்கள் செலுத்தும் சந்தா தொகைக்கு தமிழ்நாடு அரசு கேபிள் டிவி நிறுவனத்தால் அச்சிட்டு வழங்கப்பட்டுள்ள ரசீதினை கேபிள் ஆப்பரேட்டர்களிடமிருந்து தவறாமல் கேட்டுப் பெறும்படியும் கேட்டுக் கொள்ளப்படுகிறார்கள்.

    அரசு நிர்ணயம் செய்த சந்தா தொகையை காட்டிலும் கூடுதலாக வசூல் செய்தாலோ அல்லது வசூல் செய்த சந்தா தொகைக்கு இந்நிறுவனத்தால் அளிக்கப்படும் ரசீதினை வழங்க மறுத்தாலோ,
