Vision 2023 - TN Budget for the year 2012-2013

     The current economic scenario calls for a farsighted and target oriented approach from the Government to make Tamil Nadu the most prosperous and progressive State in the country. Our Hon’ble Chief Minister has responded to the challenge and 6 has formulated a Tamil Nadu Vision 2023 Document for the State, with clear goals to be achieved by the year 2023, coinciding with the next two Five Year Plans.  This vision statement, which revolves around ten important themes, has been unveiled by our Hon’ble Chief Minister on 22nd March 2012.  The vision document aspires for a six fold growth in per-capital income over the next 10 years and aims at inclusive growth and making the State poverty free.  The Vision 2023 aims at making Tamil Nadu the State having the best infrastructure services in all vital sectors as well as the highest Human Development Index (HDI) ranking in India.

      Our Hon’ble Chief Minister’s vision also spells out a clear strategy for achieving these lofty goals.  This strategy would include,  inter alia, increasing the share of manufacturing in the State’s economy; making the Micro, Small and Medium Enterprises (MS&ME) sector more vibrant; imparting skills; improving agricultural productivity and making Tamil Nadu the Knowledge Capital and Innovation Hub of India.

      This Vision document also envisages a total investment in key infrastructure projects of Rs.15,00,000 crores, which would create huge positive externalities and open up the economy for rapid growth.  This Budget has been drafted with 7 these policy goals in mind.  As already promised, we will shortly introduce legislation to form the Tamil Nadu Infrastructure Development Board with the Hon’ble Chief Minister as the Chairperson to commence implementation of the new projects.  We have allocated Rs.1,000 crores to begin with, for the Tamil Nadu Infrastructure Development Fund in the Budget Estimates for 2012 2013.  I am confident that it would mark a remarkable beginning in our ambitious journey towards achieving the goals of Vision 2023.

Scholarship To Minority Students For Professional Courses


          The Ministry of Minority Affairs (GOI) has  introduced ONLINE SCHOLARSHIP MANAGEMENT SYSTEM (OSMS) for Merit Cum Means Based Scholarship from the year 2011-12.   Applications have been invited for Merit Cum Means Based Scholarship(Fresh/Renewal) through ONLINE  from the students belonging to the religious Minorities  viz,  Christian, Muslim, Sikh, Buddhist and Parsi as notified by the Government of India, who are pursuing Degree  or Postgraduate level Professional / Technical Courses in the Government/Govt.Aided/Govt.Recognized Private Educational Institution during the academic year 2012-13.  
  
           The last date for submission of application by the students through online (www.momascholaship.gov.in) is 30.9.2012 for Fresh Scholarship and 31.12.12 for Renewal Scholarship.

            The students studying in Listed Institutions notified by GoI can  reimburse the fee actually paid as scholarship. For the students studying  in other than the Listed Institutions, maximum Scholarship amount is Rs. 30000/- for Hosteller and Rs. 25000/- for Day Scholar.  So far, Rs. 24.92 Crores have been  spent for Scholarship benefitting 9532 students under this scheme.

7th Meeting of the Cauvery River Authority

      Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu will be leaving Chennai for New Delhi on 19th September,2012 to attend the 7th Meeting of the Cauvery River Authority convened by the Hon’ble Prime Minister at New Delhi.

     The Hon’ble Chief Minister will be returning to Chennai in the late evening of 19th September, 2012.

      In order to ensure, that the public from diverse backgrounds, face no barriers in receiving Government services, are assisted when their entitlements are impeded, are facilitated to voice their grievance and appropriate remedy given to genuine complaints, the Chief Minister’s Special Cell has been formed.

     Armed with a genuine purpose the Chief Minister’s Special Cell functions as the Hon’ble Chief Minister’s Grievance Redressal forum open to public from all walks of life. Norms are established to redress the grievances in an expeditious, fair and sympathetic manner without giving room for public dissatisfaction. 

     The petitions are sent to the respective Departments and replies are fed into the online monitoring system. The Departments have been sensitised on the necessity for prompt and effective disposal of the petitions. Review meetings are being convened with the nodal officers of each Department/ District so that offices brooking delay are made accountable.
