வீர, தீரச் செயல்களுக்கான “Labelsஅண்ணா பதக்கம்“ ஒவ்வொரு ஆண்டும் மாண்புமிகு தமிழக முதலமைச்சர் அவர்களால், குடியரசு தின விழாவின் போது வழங்கப்படுகிறது. ரூ.1,00,000/- (ஒரு இலட்சம் மட்டும்)- க் கான காசோலை, ஒரு பதக்கம் மற்றும் தகுதியுரை ஆகியவை இதில் அடங்கும். வீர, தீரச் செயல் புரிந்த தமிழகத்தைச் சேர்ந்த விண்ணப்பதாரர்கள் இப்பதக்கத்தினைப் பெறத் தகுதியுடையவராவர். பொதுமக்களில் மூவருக்கும், அரசு ஊழியர்களில் மூவருக்கும் பதக்கங்கள் வழங்கப்படும்.

பதக்கம் பெற வயது வரம்பு ஏதுமில்லை.

  2016 ஆம் ஆண்டு வழங்கப்படவுள்ள பதக்கத்திற்குத் தகுதியானவர்களைத் தெரிவு செய்வதற்கான விண்ணப்பங்கள் (Applications) வீர, தீரச் செயல்கள் மற்றும் அவை தொடர்பான ஆவணங்களுடன் தொடர்புடைய மாவட்ட ஆட்சித் தலைவர் மூலமாக அரசு முதன்மைச் செயலாளர், பொதுத் துறை, தலைமைச் செயலகம், சென்னை-600 009 அவர்களுக்கு 15.12.2015-க்கு முன்பாக அனுப்பி வைக்கப்பட வேண்டும். உரிய காலத்திற்குள் பெறப்படாத விண்ணப்பங்கள் கண்டிப்பாக நிராகரிக்கப்படும். பதக்கம் பெறத் தகுதியுள்ளவர், இதற்கென அரசால் நியமிக்கப்பட்ட தேர்வுக் குழுவால் தெரிவு செய்யப்பட்டு மாண்புமிகு முதலமைச்சர் அவர்களால் 26.01.2016 குடியரசு தினத்தன்று பதக்கம் வழங்கி கௌரவிக்கப்படுவர்.

CM Text to PM on Fishermen Arrested

Text of the D.O. Letter dated 13.10.2015 addressed by Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu to Shri Narendra Modi, Hon’ble Prime Minister of India is reproduced below:

“I wish to draw your immediate and personal attention to the sixth instance of arrest and remand of innocent Indian fishermen from Tamil Nadu by the Sri Lankan Navy, within a span of a few weeks. In the last 20 days there have been 6 separate incidents in which fishermen from Tamil Nadu have been arrested and continue to be in detention and their boats have been seized by the Sri Lankan Navy.

In the latest incident which occurred on the night of 12.10.2015, 24 fishermen who set sail in 4 boats from Rameswaram fishing base in Ramanathapuram District were arrested and taken to Thalaimannar in Sri Lanka. As on date, 78 fishermen from Tamil Nadu and 38 boats of fishermen belonging to Tamil Nadu are in Sri Lankan custody.

I had hoped that after the change of regime in Sri Lanka there would be a positive change in the hostile environment created for fishermen from the coastal Districts of Tamil Nadu while fishing in their traditional fishing waters, and the aggressive actions of the Sri Lankan Navy would cease. Unfortunately, such incidents of apprehension of Tamil Nadu fishermen show no signs of abating and continue with painful regularity. Such incidents inflict huge misery and hardship on the fishermen community.

Despite my taking up the issue repeatedly with you there has been no concrete action and our fishermen are suffering prolonged incarceration in Sri Lankan jails. You will agree that this is an unacceptable situation which has to be remedied through a set of comprehensive measures including securing the urgent release of the fishermen in custody.

My stance on the issue of Katchatheevu is well known and has to form the basis of any long term solution to this issue. The unconstitutional Indo-Sri Lankan Agreements of 1974 and 1976 should be nullified and the traditional rights of our fishermen restored at the earliest. I would like to once again reiterate that the Government of India should not treat the International Maritime Boundary Line (IMBL) with Sri Lanka as a settled question as the
constitutionality of the 1974 and 1976 agreements have been challenged on extremely valid and legal grounds in the Hon’ble Supreme Court of India. I had personally filed W.P. (Civil) No.561/2008, in which the Government of Tamil Nadu has also subsequently impleaded itself. The main prayer before the Supreme Court is to declare the 1974 and 1976 agreements as null and void in the absence of the required mandatory Constitutional amendment, and to retrieve Katchatheevu for India.

The other major component of the long term solution is the Comprehensive Special Package for deep sea fishing and infrastructure at a cost of Rs.1520 crores with a recurring grant of Rs.10 crores per annum for maintenance dredging which I had requested as part of the Memorandum presented to you on 3.6.2014. I underscore the need to expedite approval of this package without further delay.

The issue of harassment and frequent arrests of Tamil Nadu fishermen is an abrogation of their traditional fishing rights in their traditional fishing areas. This is a livelihood issue of thousands of our fisher folk and is taking on a huge social and political dimension. India cannot continue to be seen as a mute spectator as the rights of Indian fishermen are repeatedly infringed upon. The issue thus requires urgent intervention not merely at a diplomatic level but also at the highest political level. In the present circumstances I have no doubt that you would agree that the fishermen issue needs to be placed at the top of the agenda in any interaction with Sri Lanka.

I do hope that through concerted action you would be able to secure the immediate release of our 78 fishermen and 38 fishing boats from Tamil Nadu currently in Sri Lankan custody including the 24 fishermen and 4 boats apprehended on 12.10.2015. We expect that concrete action on the long term solution to this issue will also be initiated forthwith.”

மாண்புமிகு தமிழ் நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்களின் இரங்கல் செய்தி -11.10.2015

பழம்பெரும் திரைப்பட நடிகை திருமதி மனோரமா அவர்கள் உடல்நலக் குறைவு காரணமாக மருத்துவமனையில் அனுமதிக்கப்பட்டு சிகிச்சை பலனின்றி நேற்று நள்ளிரவு காலமானார் என்ற செய்தி அறிந்து நான் மிகுந்த மன வேதனை அடைந்தேன்.

தமிழ்த் திரையுலகினராலும், திரைப்பட ரசிகர்களாலும் “ஆச்சி” என அன்போடு அழைக்கப்படும் திருமதி மனோரமா அவர்கள் இந்தியத் திரைப்படத் துறையில் மாபெரும் சாதனைப் படைத்தவர். மேடை நடிகையாக தன்னுடைய கலையுலக வாழ்க்கையைத் தொடங்கி, சினிமாவில் புரட்சித்தலைவர் எம்.ஜி.ஆர், சிவாஜி என அன்றைய தலைமுறை கதாநாயகர்கள் மற்றும் இன்றைய தலைமுறை கதாநாயகர்களுடன் 1300 திரைப்படங்களுக்கு மேல் நடித்து சுமார் 40 ஆண்டுகளுக்கும் மேலாக தமிழ் திரையுலகை ஆட்சி செய்தவர் திருமதி மனோரமா அவர்கள். தமிழ் சினிமாவில் நகைச்சுவை மற்றும் குணச்சித்திர வேடங்களில் நடித்து திரைப்படத்துறை வரலாற்றில் மாபெரும் சாதனைப் படைத்த மனோரமா அவர்கள் 1958 ஆம் ஆண்டு கவிஞர் கண்ணதாசன் அவர்கள் இயக்கிய “மாலையிட்ட மங்கை” திரைப்படத்தில் நடித்த முக்கிய வேடத்தின் மூலம் தமிழ் திரையுலகத்திற்கு அறிமுகமானார். இவர் கதாநாயகியாக 1963 ஆம் ஆண்டு வெளிவந்த “கொஞ்சும் குமரி” என்ற படத்தில் நடித்துள்ளார். பொம்மலாட்டம், சூரியகாந்தி, பட்டிக்காடா பட்டணமா, கலாட்டா கல்யாணம், அன்பேவா, தில்லானா மேகானாம்பாள், சின்னத்தம்பி, உன்னால் முடியும் தம்பி, சம்சாரம் அது மின்சாரம், நடிகன் போன்ற எண்ணற்ற திரைப்படங்களில் இவரது நடிப்பு மிகவும் சிறப்பாக இருந்தது.

பழகுவதற்கு மிகவும் இனிமையானவர் திருமதி மனோரமா அவர்கள். புரட்சித்தலைவர் எம்.ஜி.ஆர் மற்றும் என்னுடன் பல படங்களில் நடித்துள்ளார் திருமதி மனோரமா அவர்கள். அவர் என்னுடன் நடித்து வெளிவந்த கந்தன் கருணை, கலாட்டா கல்யாணம் போன்ற படங்களில் அவருடன் நடித்த அனுபவங்கள் இன்றும் எனது நினைவில் பசுமையாக உள்ளது. என்னுடன் அவர் நடித்து அன்று வெளிவந்த பொம்மலாட்டம் திரைப்படத்தில் அவரது சொந்தக் குரலில் பாடிய “வா வாத்தியாரே வூட்டான்ட” என்ற பாடலும், சூரிய காந்தி படத்தில் அவர் பாடிய “தெரியாதோ நோக்கு” என்ற பாடலும் அன்று பட்டித் தொட்டிகள் அனைத்திலும் பிரபலமானது ஆகும். இத்துடன் 300க்கும் மேற்பட்ட பாடல்களை அவர் பாடியுள்ளார்.

இவர் திரைப்படத்துறையில் ஆயிரம் திரைப்படங்களுக்கு மேல் நடித்ததற்காக கின்னஸ் உலக சாதனைப் புத்தகத்தில் இடம் பெற்றுள்ளார். கலைத்துறையில் இவர் ஆற்றிய ஈடு இணையற்ற பங்களிப்பிற்காக மத்திய அரசால் வழங்கப்படும் உயரிய விருதுகளில் ஒன்றான பத்ம ஸ்ரீ விருது, தேசிய விருது மற்றும் தமிழக அரசின் சார்பில் கலைமாமணி விருது என எண்ணற்ற விருதுகளைப் பெற்றவர்.

திருமதி மனோரமா அவர்களின் மறைவு தமிழ் திரைப்படத் துறைக்கு மிகப் பெரிய இழப்பாகும். இவருடைய இடத்தை இனி எவராலும் நிரப்ப முடியாது.

திருமதி மனோரமா அவர்களை இழந்து வாடும் அவரது குடும்பத்தினருக்கும், ரசிகர்களுக்கும், திரைப்படத் துறையினருக்கும் எனது ஆழ்ந்த இரங்கலையும், அனுதாபத்தையும் தெரிவித்துக் கொள்வதுடன் அன்னாரது ஆன்மா இறைவனின் திருவடி நிழலில் இளைப்பாற எல்லாம் வல்ல இறைவனைப் பிரார்த்திக்கிறேன்.

ARASU CEMENT CHEAPER TO THE PUBLIC- TANCEM

“ARASU CEMENT CHEAPER TO THE PUBLIC”- TANCEM

A news item has been published in “The Hindu” on 08.10.2015 stating that a bag of 50 kg cement is billed and sold to the public at the price of Rs. 420.00. Whereas, in October 2013 a bag of cement was sold at Rs.235.00. It is reported that this price is higher as compared to the average cement price in other Metro Cities.

Further in the news item, the retail price prevailing in October 2013, October 2014, January 2015, March 2015 and October 2015 are compared. In this connection, the actual retail cement prices pertaining in Tamilnadu in the above period are given below:

However, the cement for the bulk consumers is sold in the range of Rs.350.00 to Rs.370.00 per bag by the private manufacturers at present.

“It is also reported that not just cement from Private companies, even Arasu cement from Tamilnadu Cements Corporation Ltd (TANCEM), which for long was far cheaper than the rest had now become expensive, selling at Rs. 380.00(PPC) per Bag”. The news item is contrary to the real fact.

Tamilnadu Cement Corporation Limited, a Government of Tamilnadu undertaking unlike what is reported in “The Hindu” is selling cement to the public at much cheaper rate even today, as done all along the years.

The present price per bag of ARASU cement is Rs.303.00 at ex-works for PPC, Rs.315.00 ex-works for OPC 43 grade and landing cost including freight works out to Rs.330.00 PPC and Rs.340.00 OPC from Ariyalur Cement Works. From Alangulam Cement Works
the ex-works rate is Rs.317.00 PPC and including freight the landing cost is Rs.335.00.

The above mentioned Arasu Cement price is in force for the last 6 months. Hence, the price is quite comparable and cheaper than the price at which cement is sold by private manufacturers and is even cheaper in comparison to cement price prevailing in the neighbouring states. Therefore, TANCEM has been selling ARASU Cement to the public always at cheaper price and not Rs.380.00 per bag (PPC) as reported in The Hindu.

Further, ARASU Cement is largely sold in Southern districts of Tamilnadu and there has been no sale in Chennai city for several years. Therefore, the report of ARASU cement being sold at Rs.380.00 at Chennai is totally false and baseless information. CM Text to PM on National Eligibility cum Entrance Test(NEET) for admission to the UG and PG Medical and Dental courses

Text of the D.O. Letter dated 7.10.2015 addressed by Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu to Shri Narendra Modi, Hon’ble Prime Minister of India is reproduced below:

“You may recall that the State of Tamil Nadu has consistently opposed the introduction of the National Eligibility cum Entrance Test (NEET) for admission to the Under Graduate and Post Graduate Medical and Dental courses. I had also written to the then Prime Minister on 30.7.2011, 7.9.2012 and 30.9.2012 conveying the opposition of Tamil Nadu to the proposed introduction of NEET. We had also taken up this issue in the Supreme Court. In a landmark judgement of the Hon’ble Supreme Court of India on 18th July, 2013, the Notification by the Medical Council of India and the Dental Council of India introducing a National Eligibility cum Entrance Test (NEET) for the Under Graduate and Post Graduate Medical and Dental courses was found ultra vires of the Constitution and quashed. This finally brought to an end a long pending and vexatious issue relating to a policy by which students aspiring for Medical and Dental seats at the Under Graduate and Post Graduate level had to go through the agony of an uncertain selection process which militated against their interest and the interests of the State of Tamil Nadu. The majority judgement has rightly upheld all the valid objections raised by Tamil Nadu.This judgement of the Hon’ble  Supreme Court was also widely welcomed.

However, instead of abiding by the judgement of the Apex Court, the Government of India went ahead with the Review Petition of the judgement in the Supreme Court. I had written to the then Prime Minister on 28.7.2013, asking the Government of India to withdraw the Review Petition and abide by the Supreme Court Judgement.

You may recall that I had urged you to review the stand taken by the UPA Government and withdraw the Review Petition and abide by the decision of the Supreme Court in the Memorandum submitted by me on 3.6.2014. To my surprise, reports have recently started appearing in the media that the Medical Council of India has given a recommendation to the Government of India, seeking introduction of a Common Entrance Test and that the Government of India is actively considering it.

This has again created confusion and frustration in the minds of thousands of students of Tamil Nadu, who have already been covered by a fair and transparent admission policy laid down by the Government of Tamil Nadu, which has been working well.

In my earlier letters, I had already pointed out that, the Government of Tamil Nadu had taken a number of steps starting from 2005, and only after careful consideration later abolished the Entrance Examination for professional Under Graduate courses. My Government has taken the consistent stand that rural students and students from poorer socio-economic backgrounds were unable to compete with urban elite students in such Common Entrance Examinations, which are designed to favour the urban elite. The rural students would have been put to a disadvantage because they lack the resources to enroll in training institutions and access materials available to urban students. Consequently, a large number of socially and economically backward meritorious rural students have benefited by the decision to abolish the Common Entrance Test.

For the Post Graduate courses, the Government of Tamil Nadu gives preference to those who have served in rural areas, giving special weightage to those working in hilly and tribal areas. The State Government has also successfully obtained and enforced bonds from those completing Post Graduate education in Government Medical Colleges to serve the State Government for a minimum period, which has helped us to meet the need for specialist medical manpower in Government Hospitals. The introduction of NEET would nullify the implementation of these policy initiatives and socioeconomic objectives of the State, since we would have to fall in line with the regulations of the National Test, which did not have such enabling provisions. The National Test would be out of tune with the prevailing socio-economic milieu and administrative requirements of Tamil Nadu.

Despite our strong and sustained objections, when NEET was attempted to be introduced, the State Government had taken all legal steps and after considering the strong plea of the Tamil Nadu Government, the Apex Court had vindicated the just stand of Tamil Nadu and upheld the rights of the State Government. The Tamil Nadu Government has also filed a Petition opposing the Review Petition filed by the Government of India. The State has been pressing the Government of India to abide by the decision of the Supreme Court in toto and withdraw its Review Petition.

Tamil Nadu strongly objects to any such purported fresh attempts by the Government of India to review the judgement of the Supreme Court seeking re-introduction of NEET or by introducing it in any other name or manner, as it infringes upon the State’s rights and admission policies to medical institutions in Tamil Nadu.”

“I am writing to bring to your kind attention the delay in recommencing the operations in Kudankulam Unit-I.

Tamil Nadu has been allotted about 563 MW of power from the total of 1000 MW produced by Unit-I of Kudankulam Nuclear Power Plant. The Kudankulam Nuclear Power Plant which had started commercial operations on 31.12.2014, has been shut down for maintenance for the past 90 days. The Nuclear Power Corporation of India Limited is yet to clearly indicate when the Kudankulam Nuclear Power Plant Unit-I will recommence production. As the wind season for Tamil Nadu has drawn to a close, it is crucial for the Kudankulam Unit-I to resume power generation immediately.

I, therefore, request you to kindly instruct the concerned officials in the Nuclear Power Corporation of India Limited to immediately take necessary action to recommence power generation in Kudankulam UnitI. Further, we have been informed that Kudankulam Unit-II is undergoing final stages of commissioning activities and awaiting approval from the Atomic Energy Regulatory Board (AERB) for full commercial production. I request you to kindly instruct the concerned officials to expedite the commercial operation of Kudankulam Unit-II, so that another 563 MW of power can be added to the Tamil Nadu Grid at the earliest.

May I request an immediate response in this matter?”

CM Text to PM on funding for the Sarva Shiksha Abhiyan

Text of the D.O. Letter dated 5.10.2015 addressed by Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu to Shri Narendra Modi, Hon’ble Prime Minister of India is reproduced below:

“I write to bring to your attention attempts to unilaterally further reduce the Government of India’s share of the funding for the Sarva Shiksha Abhiyan (SSA) from the present already reduced level of 65 per cent.

The Ministry of Human Resources Development in the 216th Meeting of the Project Approval Board of SSA for the year 2015-16 had approved a total outlay of Rs.2329.15 crores in the Centre:State sharing pattern of 65:35 and had also requested the Government of Tamil Nadu to commit to provide 35% of the plan outlay as its share. Based on this clear indication, appropriate provisions were made in the State’s Budget for 2015- 16 and the approved plan was put into operation from April, 2015.

The Ministry of Human Resources Development released an ad hoc grant of Rs.389.31 crores on 15th May, 2015. Subsequently, on 1st September, 2015, an amount of Rs.162.78 crores was released to Tamil Nadu as the balance of the first installment, with a hand written correction requiring the State Government to release its corresponding share of 50%. On14th September, 2015, the Ministry of Human Resources Development wrote to the State Governments indicating that the Ministry of Finance would release only 50 per cent of the outlay for the scheme as the Central share, as against the originally committed 65 per cent, pending a final decision on the proposed modifications to the Centre-State funding pattern for Centrally Sponsored Schemes consequent to the enhanced devolution of tax resources to States as per the recommendations of the 14th Finance Commission.

SSA is a very important scheme implementing the Right to Education Act, 2009, a Central legislation intended to achieve the national goal of Universal Elementary Education. Hence, the scheme ought to be funded adequately by the Government of India and the Union Budget 2015-16 made that intent very clear. In Annex 8 of the Expenditure Budget Volume I which detailed the Centrally Sponsored Schemes which would continue to be fully supported by the Central Government, those which would be delinked from Central assistance and those which would receive modified funding, as a consequence of the recommendations of the 14th Finance Commission, SSA is clearly indicated as one of the schemes which would continue to be fully supported by the Union Government. To go back on an assurance given in the Union Budget 2015-16 which has also been voted by Parliament is improper. Further, the Central Share of the expenditure on SSA is met from the Education Cess levied on central taxes and duties.

The revenue from Cesses and Surcharges are entirely appropriated by the Central Government and not shared with the States as part of the divisible
pool of taxes. Having levied, collected and appropriated Education Cess, it is unfair and unjustified to reduce the Central share of the funding for Sarva Shiksha Abhiyan.

The Governing Council of NITI Aayog has constituted a Sub-Group of Chief Ministers to make recommendations on issues relating to Centrally Sponsored Schemes. Tamil Nadu has taken a stand that, in order not to distort expenditure priorities of States, a Centrally Sponsored Scheme must have a Central share of at least 75 per cent. It is learnt that the report of the Sub Group is soon to be submitted to the Prime Minister. When the issue is engaging attention at the highest level, a unilateral reduction by the Ministry of Human Resources Development in the share of Central funding for Sarva Shiksha Abhiyan is not called for.

Tamil Nadu has been fervently working towards ensuring access to free education for children in the age group of 6 – 14 years and children belonging to weaker sections and disadvantaged groups. In 2015-16 alone, an amount of Rs.20936.50 crores has been provided for School Education in the State’s budget.

The Government of Tamil Nadu has formulated various programmes for the effective implementation of the Right to Education Act keeping in mind the Centre-State sharing pattern of 65:35. We were confident that no change in the funding pattern would be effected, particularly after the clear indication in the Union Budget and the reply of the Union Minister for Human Resources Development to Starred Question No.508 in the Lok Sabha on 13.8.2014, in which it had been categorically stated that there was no proposal to change the fund sharing pattern between the Centre and the State Governments under the Sarva Shiksha Abhiyan from the present 65:35.

The 14th Finance Commission’s recommendations have been very adverse for Tamil Nadu and the entire benefit from increase in vertical devolution from 32 per cent to 42 per cent has been wiped out by the sharp reduction in Tamil Nadu’s horizontal share by 19.14 per cent and the removal of a number of specific purpose grants. Tamil Nadu actually stands to lose Rs.6000 crores per annum as a result of the 14th Finance Commission’s recommendations. Hence, the sudden and unilateral decision to change the sharing pattern from 65:35 to 50:50 will jeopardize the implementation of Sarva Shiksha Abhiyan in Tamil Nadu, which is undoubtedly a national priority.

Given the seriousness of the issue I request you to kindly intervene immediately in the matter and direct the Ministry of Human Resources Development and Ministry of Finance to ensure that the Government of India provides at least 75 per cent of the funding for the Sarva Shiksha Abhiyan and in the interim, immediately restore the sharing pattern for the Sarva Shiksha Abhiyan to at least the existing ratio of 65:35.”

Remittance of Tax Deduction at Source for Works Contracts to Commercial Taxes Department

As per the provisions of Section 13 of TNVAT Act, 2006, every person entrusting works contracts to contractors should deduct tax at the rate of 2% on civil works or civil maintenance works and at the rate of 5% on all works other than civil works at the time of making payments and remit the tax deducted at source on or before 20th of every succeeding month in the Commercial Tax Offices. Civil or other construction works in Tamil Nadu entrusted by any individual, firm, developer, builder, etc., to any subcontractor will fall under the ambit of civil works contact. Works “other than civil works” mean contracts such as interior works, annual maintenance contracts, electrical works contracts, machine repairs, house-keeping contractors etc., with a value above one lakh rupees.

Besides individuals, Central and State Government Departments, Public Sector Undertakings, Local Bodies, Companies, Societies, Proprietorship and Partnership firms should deduct tax at the rate of 2% on civil works and at the rate of 5% on all works other than civil works and remit the tax deducted at source in the respective circles. If any person or agency awarding such works contract is not liable to be registered under TNVAT Act, they shall remit tax deducted at source (TDS) from payments to their contractors in the Commercial Tax circle within which they reside or function. In case of Chennai, TDS payments can be made at TDS(East) circle at Greams Road Commercial Taxes Office.

 It has been noticed that several private educational institutions have failed to deduct TDS on work contracts entrusted to contractors and pay the same to Government, resulting in permanent loss of revenue. The department has commenced issue of notice to pay Tax Due or TDS deducted based on contract agreements and building approvals list available with
CMDA / DTCP and registration department. Penalties have been imposed in a number of cases.

Persons or organizations who contravene the provisions and fail to deduct and remit the tax, shall pay in addition to the amount required to be deducted and deposited, penalty at 150% on taxes to be collected as TDS and interest at 2% per month on such TDS payable for the entire period of default.

Raju, Head Constable 1834, Eriyur Police Station, OD @ Prohibition Enforcement Wing Special Party, Dharmapuri District for their outstanding work in curbing illicit liquor. The Medals will be given by the Hon’ble Chief Minister on the occasion of Republic Day, 2016. A cash award of Rs.20,000/- to each of the awardees will also be presented along with the Medal.

வாழ்விப்போம் நெசவாளர்களை !!

கிராமப்புற மக்களின் மேம்பாட்டிற்கும், கிராமத் தொழில்களின் வளர்ச்சிக்கும் முன்னுரிமை வழங்கி வரும் தமிழ்நாடு அரசு, கதர் ஆடைகளுக்கான துணி ரகங்களை நெசவு செய்யும் கிராமப்புற ஏழை, எளிய நெசவாளர்கள் வாழ்வில் ஏற்றம் பெற பல்வேறு சீரிய திட்டங்களை முனைப்புடன் செயல்படுத்தி வருகிறது.

கிராமப்புறங்களிலுள்ள நெசவாளர்களைக் கொண்டு தற்கால நாகரிகத்திற்கேற்றவாறு புதிய வடிவமைப்புகளில் அழகிய வண்ணங்களில் மிக நேர்த்தியான முறையில் நெசவு செய்யப்படும் கதர் ஆடைகளும், கிராமங்களில் வாழும் கைவினைஞர்கள் மூலம் புதிய யுத்திகளுடன் தயாரிக்கப்படும் கைவினைப் பொருட்களும், அனைத்து கதர் நிலையங்களிலும் விற்பனை செய்யப்பட்டு வருகின்றன. அனைத்து தரப்பு மக்களும் அணிந்திட உகந்த கதர் ஆடைகளின் விற்பனையை ஊக்குவித்திடும் வகையில் தமிழ்நாடு அரசு அனைத்து கதர் ரகங்களுக்கும் ஆண்டு முழுவதும் 30 சதவீத தள்ளுபடி வழங்கி வருகிறது.

கதர் உற்பத்தியை அதிகரிக்க, தமிழ்நாடு கதர் கிராமத் தொழில் வாரியத்திற்கு வழி வகை முன்பணமாக 10 கோடி ரூபாய் வழங்கியது, கதர் நூற்போர் மற்றும் நெய்வோர் நல வாரியத்தைச் சேர்ந்த 875 உறுப்பினர்களுக்கு கடந்த நான்கு ஆண்டுகளில், கல்வி உதவி, திருமண உதவி, ஈமச் சடங்கு உதவி மற்றும் விபத்தினால் ஏற்படும் இழப்புக்கான உதவியாக 25 லட்சத்து 38 ஆயிரம் ரூபாய் வழங்கியது, காதி மற்றும் கிராமத் தொழில் வாரியத்திற்கும், சர்வோதய சங்கங்களுக்கும் வழங்கப்படும் தள்ளுபடி மானியத்திற்காக 2015-2016ஆம் நிதியாண்டில் 17 கோடி ரூபாய் நிதி ஒதுக்கீடு செய்தது போன்ற பல்வேறு சிறப்பான திட்டங்களை உங்கள் அன்பு சகோதரியின் தலைமையிலான அரசு செயல்படுத்தி வருகிறது.

மாண்புமிகு தமிழக முதலமைச்சர் புரட்சித் தலைவி செல்வி ஜெ ஜெயலலிதா அவர்களின் தேசிய தன்னார்வ ரத்த தான நாள் செய்தி

மனித உயிர் காக்கும் ரத்த தானம் குறித்த விழிப்புணர்வை பொது மக்களிடம் ஏற்படுத்திடும் நோக்கில் ஒவ்வொரு ஆண்டும் அக்டோபர் திங்கள் முதல் நாள் தேசிய தன்னார்வ ரத்த தான நாளாக அனுசரிக்கப்படுகிறது. மனித நேய வெளிப்பாட்டின் மிகச் சிறந்த அடையாளம் ரத்ததானம் ஆகும்.

ஒவ்வொரு நாளும் ரத்தத்தின் தேவை அதிகரிப்பதால், தமிழ்நாட்டில் தன்னார்வ ரத்த தான முகாம்களை அதிகரிக்கும் நோக்கில், தமிழ்நாடு மாநில எய்ட்ஸ் கட்டுப்பாடு சங்கம் மற்றும் தமிழ்நாடு மாநில குருதி பரிமாற்றுக் குழுமம் இணைந்து தொண்டு நிறுவனங்களுக்கும், பொது மக்களுக்கும் குறிப்பாக கல்லூரி மாணவ, மாணவிகளுக்கும் ரத்த தானம் குறித்த விழிப்புணர்வும், சிறப்பு பயிற்சியும் அளித்து வருகிறது. தமிழகத்தில் அரசு மருத்துவக் கல்லூரி மற்றும் மருத்துவமனைகள், மாவட்ட தலைமை மருத்துவமனைகள், அரசு மருத்துவமனைகள், இ.எஸ்.ஐ. மருத்துவமனைகள் உள்ளிட்ட 90 அரசு ரத்த வங்கிகள் மற்றும் 191 தனியார் ரத்த வங்கிகள் மூலம் கடந்த ஆண்டு 8,63,000 ரத்த அலகுகள் சேகரிக்கப்பட்டுள்ளன. இவற்றில் அரசு ரத்த வங்கிகள் மூலம் மட்டும் 3,50,000 ரத்த அலகுகள் சேகரிக்கப்பட்டுள்ளன. தமிழகத்தில் அரசு ரத்த வங்கிகளில் பெறப்படுகின்ற மொத்த ரத்த அலகுகளில் 99 விழுக்காடு தன்னார்வ ரத்த கொடையாளர்கள் மூலம் பெறப்படுகின்றன. இதன் காரணமாக தன்னார்வ ரத்த தானத்தில் நாட்டிலேயே தமிழகம் முன்னோடி மாநிலமாக விளங்கி வருகிறது.

தமிழகத்தில் அரசு ரத்த வங்கிகளின் மூலம் கடந்த ஆண்டு 4118 ரத்த தான முகாம்கள் நடத்தப்பட்டுள்ளது. உங்கள் அன்பு சகோதரியின் தலைமையிலான அரசு தன்னார்வ ரத்த கொடையாளர்களை ஊக்குவிக்கும் வகையில் சிறந்த ரத்த தான முகாம் அமைப்பாளர்களுக்கும், ஒரு ஆண்டில் மூன்று முறை ரத்த தானம் செய்யும் ஆண்களுக்கும், இரண்டு முறை ரத்த தானம் செய்யும் பெண்களுக்கும் பதக்கங்களும் பாராட்டுச் சான்றிதழ்களும் வழங்கி கௌரவித்து சிறப்பிக்கிறது.

நடப்பு ஆண்டில் தன்னார்வ ரத்த தானத்தில் தமிழ்நாடு 100 விழுக்காடு இலக்கை எய்திடவும், விலை மதிப்பற்ற மனித உயிர்களை காத்திடவும், பொது மக்கள் பெருமளவில் ரத்த தானம் செய்திட முன்வர வேண்டும் என்று கேட்டுக் கொள்கிறேன்.

496 கூட்டுறவுச் சங்கங்களுக்கான தேர்தல் அக்டோபர்’5ல் நிர்வாகக்குழு உறுப்பினர்களுக்கான வேட்புமனுத்தாக்கல் அக்டோபர் ’14-ல் வாக்குப்பதிவு மாநிலத் தேர்தல் ஆணையர் அறிவிப்பு

தமிழகத்தில் புதியதாக துவக்கப்பட்டுள்ள 146 பால் உற்பத்தியாளர்கள் கூட்டுறவுச் சங்கங்கள் மற்றும் 15 இதர வகை கூட்டுறவுச் சங்கங்களின் நிர்வாகக்குழு உறுப்பினர்கள் மற்றும் தலைவர், துணைத்தலைவர் தேர்தலுடன் 335 கூட்டுறவுச் சங்கங்களில் ஏற்பட்டுள்ள நிர்வாகக்குழு உறுப்பினர்கள் காலி இடங்கள் ஆகியவற்றிற்கான தேர்தலும் அக்டோபர் ’14- ஆம் தேதி அன்றும், இதற்கான வேட்புமனுத்தாக்கல் அக்டோபர் ’5-ஆம் தேதி அன்றும் நடைபெறும் என்று கூட்டுறவுச் சங்கங்களுக்கான மாநிலத் தேர்தல் ஆணையர் திரு.ம.ரா.மோகன், இ.ஆ.ப., (ஓய்வு) தெரிவித்துள்ளார்.

இது சம்பந்தமாக அவர் வெளியிட்டுள்ள செய்திக்குறிப்பு வருமாறு :-

தமிழகத்தில் பால் உற்பத்தி மற்றும் பால்பண்ணை அபிவிருத்தி ஆணையரின் கட்டுப்பாட்டில் புதியதாக துவக்கப்பட்டுள்ள 146 பால் உற்பத்தியாளர்கள் கூட்டுறவுச் சங்கங்கள், கூட்டுறவுச் சங்கங்களின் பதிவாளரின் கட்டுப்பாட்டில் செயல்படும் 9 சங்கங்கள், கைத்தறி மற்றும் துணிநுhல் இயக்குநரின் கட்டுப்பாட்டில் செயல்படும் 1 சங்கம், கதர் கிராமத் தொழில்வாரிய முதன்மை செயல் அலுவலர் கட்டுப்பாட்டில் செயல்படும் 1 சங்கம் மற்றும் மீன்வளத்துறை ஆணையரின் கட்டுப்பாட்டில் செயல்படும் 4 சங்கங்கள் ஆக 161 கூட்டுறவுச் சங்கங்களில் 1731 நிர்வாகக்குழு உறுப்பினர்களை தேர்ந்தெடுக்கவும், இவர்களில் இருந்து 161 தலைவர் மற்றும் 161 துணைத்தலைவர்களை தேர்ந்தெடுக்கவும், தேர்தல் அட்டவணையை தமிழ்நாடு மாநில கூட்டுறவுச் சங்கங்களின் தேர்தல் ஆணையம் வெளியிட்டுள்ளது. அதன்படி, நிர்வாகக்குழு உறுப்பினர்களுக்கான வேட்புமனு தாக்கல் அக்டோபர் ‘5-ஆம் தேதியும், வாக்குப்பதிவு அக்டோபர்’14-ஆம் தேதியும் நடைபெறும். தலைவர் மற்றும் துணைத்தலைவர்களுக்கான தேர்தல் அக்டோபர் ‘19 ஆம் தேதி அன்று நடைபெறும்.

 இந்த 1731 நிர்வாகக்குழு உறுப்பினர்களில் 311 இடங்கள் ஆதிதிராவிடர் மற்றும் பழங்குடியினத்தவருக்கும் , 477 இடங்கள் பெண்களுக்கும் ஒதுக்கப்பட்டுள்ளது.

335 கூட்டுறவுச் சங்கங்கங்களில் காலி இடங்கள் 

இது தவிர, 335 கூட்டுறவுச் சங்கங்களின் நிர்வாகக்குழுவில் பல்வேறு காரணங்களினால் ஏற்பட்டுள்ள 424 உறுப்பினர்கள் மற்றும் 79 தலைவர் மற்றும் 53 துணைத்தலைவர் ஆகிய காலி இடங்களுக்கான தேர்தல்களும் இதே தேர்தல் அட்டவணைப்படி நடைபெற உள்ளது.

நிர்வாகக்குழு உறுப்பினர்களுக்கான வேட்புமனுத் தாக்கல்

 நிர்வாகக்குழு உறுப்பினர்கள் தேர்தலுக்கான வேட்புமனுக்களை 05.10.2015 அன்று காலை 10.00 மணி முதல் மாலை 5.00 மணிவரை தாக்கல் செய்யலாம். மறுநாள் 6.10.2015 அன்று வேட்புமனுக்கள் பரிசீலனை செய்யப்பட்டு மாலை 4.00 மணி முதல் 5.00 மணிக்குள் தகுதியான வேட்பாளர் பட்டியல் தேர்தல் அலுவலரால் வெளியிடப்படும்.

வேட்புமனு திரும்பப்பெறுதல்

 தாக்கல் செய்த வேட்புமனுவை திரும்பப் பெற விரும்புவோர் 07.10.2015 காலை 10.00 மணிமுதல் மாலை 4.00 மணி வரை திரும்பப் பெற்றுக்கொள்ளலாம். அன்று மாலை 5.00 மணிக்கு போட்டியிடும் வேட்பாளர்களின் இறுதிப்பட்டியல் தேர்தல் அலுவலரால் வெளியிடப்படும்.

வாக்குப்பதிவு

நிர்வாகக்குழு உறுப்பினர்கள் தேர்தலுக்கான வாக்குப்பதிவு 14.10.2015 அன்று காலை 8.00 மணிக்குத் துவங்கி மாலை 5.00 மணி வரை நடைபெறும்.

வாக்கு எண்ணிக்கை

வாக்குகள் எண்ணும் பணி 15.10.2015 அன்று காலை 10.00 மணிக்குத் துவங்கும். வாக்குகள் எண்ணி முடிக்கப்பட்டவுடன் முடிவுகள் அறிவிக்கப்படும்.

தலைவர், துணைத்தலைவர் தேர்தல்

தலைவர் மற்றும் துணைத்தலைவரை தேர்ந்தெடுப்பதற்கான தேர்தல் அறிவிப்பு 15.10.2015 அன்று தேர்தல் அலுவலரால் வழங்கப்படும். தலைவர் மற்றும் துணைத்தலைவரை தேர்ந்தெடுப்பதற்கான தேர்தல் 19.10.2015 அன்று காலை 10.00 மணிக்கு நடைபெறும்.

 இத்தேர்தல் நடைபெறவுள்ள கூட்டுறவுச் சங்கங்களின் பெயர் மற்றும் இதர விபரங்கள் குறித்து அந்தந்த மாவட்ட தொடர்புடைய தேர்தல் அலுவலரையும், மாவட்ட தேர்தல் பார்வையாளர்களான கூட்டுறவுச் சங்கங்களின் இணைப்பதிவாளர்களையும் தொடர்பு கொள்ளலாம். மேலும் ஆணையத்தின் வலைதளம் www.coopelection.tn.gov.in-ல் தேர்தல் நடைபெறவுள்ள கூட்டுறவுச் சங்கங்களின் பெயர் விவரங்களை அறிந்துக் கொள்ளலாம். மேற்கண்டவாறு கூட்டுறவுச் சங்கங்களுக்கான மாநிலத் தேர்தல் ஆணையர் திரு. ம.ரா. மோகன், இ.ஆ.ப. CM Letter to PM on arrest of 15 fishermen from Nagapattinam

Text of the D.O.Letter dated 25.9.2015 addressed by Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu to Shri Narendra Modi, Hon’ble Prime Minister of India is reproduced below:-

“I write this letter with a deep sense of anguish that close on the heels of the arrest of 15 fishermen in two fishing boats from Nagapattinam fishing base on 21.9.2015, the Sri Lankan Navy has apprehended six fishermen and their two mechanized fishing boats who went for fishing from Jegathapattinam fishing base of Pudukottai District. These fishermen have been taken to Kangesanthurai and remanded.

These innocent fishermen are the sole breadwinners of their families and engage in fishing in order to eke out a meager livelihood. Their arrest and detention will severely affect their families and dependants. As I have repeatedly pointed out, the right of livelihood of our fishermen to fish in their traditional waters of the Palk Bay to which they have a historical claim is infringed upon repeatedly and effectively by Sri Lanka. This is caused in no small measure due to the Government of India having entered into an ill-advised agreement, which ceded the islet of Katchatheevu, historically part of India’s territory and undisputedly an integral part of India. The constitutionality of the 1974 and 1976 agreements has been challenged on extremely valid and legal grounds in the Hon’ble Supreme Court of India. I had personally filed W.P. (Civil) No.561/2008, in which the Government of Tamil Nadu had also subsequently impleaded itself.

I am also constrained to point out that the Sri Lankan Government is practising a strategy of impounding the boats and other fishing equipment while releasing our fishermen. Needless to say, without their fishing boats and equipment, the poor fishermen are driven into a poverty stricken state. As on date 28 fishing boats are already in Sri Lankan custody.

I request the Government of India to initiate decisive measures to find a permanent solution to this sensitive livelihood issue of our fishermen. I request your immediate and personal intervention to secure the release of the 21 fishermen and the 30 fishing boats in Sri Lankan custody.”

மெக்கா புனித ஹஜ் பயணத்தின் போது, 24.9.2015 அன்று சவூதி அரேபியாவின், மினா நகரில் ஏற்பட்ட கூட்ட நெரிசலில் சிக்கி 700க்கும் மேற்பட்ட புனித ஹஜ் யாத்ரீகர்கள் உயிரிழந்தனர் என்பதையும், 800க்கும் அதிகமானோர் காயமடைந்தனர் என்பதையும் அறிந்து நான் மிகவும் துயரம் அடைந்தேன்.

மேலும், தமிழ்நாடு ஹஜ் கமிட்டி வாயிலாக புனித யாத்திரை மேற்கொண்ட நாகப்பட்டினம் மாவட்டம், மயிலாடுதுறையைச் சேர்ந்த சம்சுதின் முகமது இப்ராகிம், திருநெல்வேலி மாவட்டம், தென்காசியைச் சேர்ந்த முகைதீன் பிச்சை மற்றும் திருச்சிராப்பள்ளியைச் சேர்ந்த ரெமிஜன் ஆகியோர் இந்த விபத்தில் சிக்கி உயிரிழந்தனர் என்ற செய்தியை அறிந்து நான் மிகவும் வருத்தமடைந்தேன்.

இந்த விபத்தில் சிக்கி உயிரிழந்தவர்களின் குடும்பத்தினர்களுக்கு எனது ஆழ்ந்த இரங்கலையும், அனுதாபத்தையும் தெரிவித்துக் கொள்கிறேன்.

தியாகத்தைப் போற்றும் புனிதத் திருநாளாம் பக்ரீத் திருநாளை இறையுணர்வுடன் கொண்டாடி மகிழும் என் அன்புக்குரிய இஸ்லாமியப் பெருமக்கள் அனைவருக்கும் எனது உளம் கனிந்த “பக்ரீத்” திருநாள் நல்வாழ்த்துகளைத் தெரிவித்துக் கொள்கிறேன்.

இறைவனின் கட்டளையை ஏற்று தனது ஒரே மகன் இஸ்மாயிலை தியாகம் செய்ய முன் வந்த இறைத் தூதர் இப்ராஹிம் அவர்களின் ஈடு இணையற்ற தியாகத்தை நினைவு கூரும் தினமே பக்ரீத் திருநாளாகும். இறைவனின் விருப்பத்திற்கு கீழ்ப்படிந்து வாழ்வதே சிறந்த வாழ்க்கை நெறி என்று உலகிற்கு பறைசாற்றும் பொன்னாள் இந்நாளாகும்.

Special Summary Revision of Electoral Rolls Schedule

As per the schedule announced by the Election Commission of India, the draft rolls of Special Summary Revision of Electoral Rolls with reference to 01.01.2016 as the qualifying date have been published in all the 234 Assembly Constituencies of Tamil Nadu today (15.09.2015) The rolls have been hosted on the website: elections.tn.gov.in

2. The total electors as per the final rolls of Special Summary Revision, 2015 published on 10.01.2015 were 5.62 crores.

3. Now, as per the draft electoral rolls of Special Summary Revision, 2016,the total electorate in Tamil Nadu is 5.66 crores.

4. The relevant part /section of the Electoral Roll will be read in the Grama Sabha / Local Bodies and Residents’ Welfare Association Meetings on 16.09.2015 and 30.09.2015 for verification of names.

5. Special Campaigns will be conducted on 20.09.2015 and 04.10.2015 which are Sundays, at the Designated Locations (generally the polling stations). Forms for inclusion/ deletion/ modification/transposition of entries in the Electoral Rolls will be available at the Designated Locations. Filled in Forms can be submitted there.

மத்திய அரசின் சமூக நீதி மற்றும் அதிகார பகிர்வளிப்பு அமைச்சகத்தின் கீழ் செயல்படும் மாற்றுத்திறனாளிகளுக்கான நலத்துறை மற்றும் திறன் மேம்பாடு மற்றும் தொழில் முனைவோருக்கான அமைச்சகமும் இணைந்து புதுடெல்லியில் மாற்றுத்திறனாளிகளுக்கு தொழிற்பயிற்சி வழங்கி வேலை வாய்ப்பை உருவாக்குவதற்கான தேசிய செயல் திட்டத்தினை உருவாக்கியுள்ளது. இத்திட்டத்தின்படி அடுத்த 7 வருடத்திற்குள் 2.5 மில்லியன் மாற்றுத்திறனாளிகளுக்கு வேலைவாய்ப்பிற்கான தொழிற்பயிற்சியினை வழங்க திட்டமிட்டுள்ளது. இதற்கான பயிற்சி திட்டங்கள், பயிற்சி முறைகள் மற்றும் கண்காணிப்பு முறைகள் ஆகியவற்றை நவீன தகவல் தொழில் நுட்பத்தினை பயன்படுத்தி செயல்படுத்த திட்டமிட்டுள்ளது.

இரண்டு கட்ட தேசிய செயல் திட்டம்

1. முதல்கட்டமாக மாற்றுத்திறனாளிகளுக்கு தொழிற்பயிற்சி வழங்க முகமைகள் மற்றும் அனுபவமும் திறமையும் மிக்க நிறுவனங்களிடமிருந்து இத்திட்டத்தில் பங்கு கொள்ளும் ஆர்வத்தினை அறியும் பொருட்டு மத்திய அமைச்சகத்தில் தங்களுடைய நிறுவனங்களை பதிவு செய்து கொள்ளுதல் வேண்டும்.

2. இரண்டாவது கட்டமாக, அவ்வாறு பதிவு செய்து கொண்ட முகமைகள் தனியாக மாற்றுத்திறனாளிகளுக்கு பயிற்சி அளிக்கத் தேவையான நிதியுதவியினை கருத்துருவாக அனுப்ப வேண்டும். இது சம்மந்தமாக முழுவிவரம் இணையதளத்தில் முகவரியிடப்பட்டுள்ளது. மாற்றுத்திறனாளிகளுக்கான சமஉரிமை பாதுகாப்பு சட்டம் 1995 பிரிவு 52ன் கீழ் பதிவு செய்த தொண்டு நிறுவனங்கள் இத்திட்டம் தொடர்பாக மேலும் முழு விவரங்கள் பெற இத்துறையின் இணையதளத்தில் தொடர்பு கொள்ளவும்.

Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment has in collaboration with Ministry of skill Development and Entrepreneurship launched a “National Action Plan” (NAP) for Vocational Training of Persons with Disabilities at Vigyan Bhavan New Delhi. The vocational Training plan has an ambitious target for providing skill training to 2.5 million PWD’s in next 7years and proposes to use Information Technology for content generation, training delivery and monitory of training.

“National Action Plan” – A two stage process:-

In the First stage, Department is seeking Expression of interest from training providers, having experience and expertise in providing training to PWD’S for getting empanelled with DEPwD as training partners.

In the Second stage, the empanelled training partners would submit specific proposals for skill training of PWD’s to seek financial assistance from the Department. The detailed guidelines for financial assistance are available on the Department webside, www.disabilityaffairs.gov.in

2015-16ம் கல்வியாண்டின் இரண்டாம் பருவத்திற்கான வகுப்புகள் அக்டோபர் முதல் வாரத்தில் துவங்கவுள்ளதை முன்னிட்டு 2015-16ம் கல்வியாண்டிற்கான 1 முதல் 9 வகுப்புகளுக்கான இரண்டாம் பருவ இலவசப் பாடநுhல்கள் அரசுப்பள்ளி மற்றும் அரசு உதவிபெறும் பள்ளிகளுக்கு 14 செப்டம்பர் 2015 அன்று துவங்கி அடுத்த இரு வாரங்களில் முழுமையாக விநியோகம் செய்யப்பட உள்ளது. பாடநுhல் விநியோகம் 01.10.2015-க்குள் முடிக்கப்படும்.

தனியார் பள்ளிகளில் பயிலும் மாணவர்களது தேவைக்கேற்ப தமிழ்நாடு பாடநுhல் மற்றும் கல்வியியல் பணிகள் கழகத்தின் 22 வட்டார அலுவலகங்களிலிருந்து பள்ளிகள் இணையளதளம் மூலம் பதிவு செய்து, நேரடியாக பாடநுhல்களை பெற்றிட அனைத்து ஏற்பாடுகளும் செய்யப்பட்டுள்ளன. பள்ளிகளுக்கு விநியோகம் முடித்த பின்பு உரிமம் பெற்ற தனியார் கடைகளுக்கு அவர் தேவைப்பட்டியலின்படி சில்லறை விற்பனைக்கு பாடநுhல்கள் வழங்கப்படும்.

As 2nd Trimester for Academic year 2015-16 is scheduled to commence from October first week, the textbooks for Std 1 to 9 will be distributed during the next fortnight, commencing from 14th Sep.2015. The Government and Government Aided Schools have received complete supply of books for distribution to the children. The distribution will be completed before 1st Oct.2015.

Similarly the private schools have been instructed to place their indent online and collect the textbooks from 22 Regional Office of Tamilnadu Textbook and Educational Services Corporation, where the stocks are kept ready. After completion of supply of textbooks to schools, copies of textbooks will be issued to licensed Private Retailers for sale as per their indent.

மாண்புமிகு தமிழ்நாடு முதலமைச்சர் அவர்களின் உத்தரவின் பேரில் தமிழ்நாடு அரசு கேபிள் டிவி நிறுவனம் தலைமைச்செயலகம், 264 வட்டாட்சியர் அலுவலகங்கள், சென்னை மாநகராட்சி தலைமை அலுவலகம், சென்னை மாநகராட்சியின் 15 மண்டல அலுவலகங்கள், 54 கோட்ட அலுவலகங்கள் மற்றும் சென்னை மற்றும் மதுரை மண்டல பாஸ்போர்ட் அலுவலகங்கள் என மொத்தம் 337 இடங்களில் அரசு இ-சேவை மையங்களை அமைத்து நிர்வகித்து வருகிறது. இச்சேவை மையங்கள் மூலம், வருமானச் சான்றிதழ், வகுப்புச் சான்றிதழ், இருப்பிடச் சான்றிதழ், கணவனால் கைவிடப்பட்ட பெண் என்பதற்கான சான்றிதழ், முதல் தலைமுறை பட்டதாரி சான்றிதழ், முதலமைச்சரின் பெண் குழந்தை பாதுகாப்புத் திட்டம், மூவலூர் இராமாமிர்தம் அம்மையார் நினைவு திருமண நிதி உதவித் திட்டம், டாக்டர் முத்துலட்சுமி ரெட்டி நினைவு கலப்பு திருமண நிதி உதவித் திட்டம், ஈ.வெ.ரா மணியம்மையார் நினைவு ஏழை விதவையர் மகள் திருமண நிதி உதவித் திட்டம், டாக்டர் தர்மாம்பாள் அம்மையார் நினைவு விதவை மறுமண உதவித் திட்டம் , அன்னை தெரசா நினைவு ஆதரவற்ற பெண்கள் திருமண நிதி உதவித் திட்டம் ஆகிய மின் ஆளுமை அரசு சேவைகள் வழங்கப்பட்டு வருகிறது. இச்சேவை மையங்கள் மூலமாக, இதுவரை 13,28,647 மனுக்கள் பொது மக்களிடமிருந்து பெறப்பட்டு சம்மந்தப்பட்ட துறை மூலம் நடவடிக்கை எடுக்கப்பட்டுள்ளது. இதுமட்டுமின்றி, தற்போது தலைமைச் செயலகம், 264 வட்டாட்சியர் அலுவலகங்கள், சென்னை மாநகராட்சி தலைமை அலுவலகம், சென்னை மாநகராட்சியின் 15 மண்டல அலுவலகங்கள் ஆகிய 281 இடங்களில் உள்ள அரசு  இ- சேவை மையங்களில் பிளாஸ்டிக் ஆதார் அட்டை வழங்கும் வசதி அறிமுகப்படுத்தப்பட்டு உள்ளது.

ஆதார் அட்டை பெறுவதற்காக ஏற்கனவே விண்ணப்பம் செய்து, கருவிழி மற்றும் கைரேகையை பதிவு செய்து ஒப்புகைச் சீட்டு பெற்றவர்கள் மேற்கூறிய அரசு இ- சேவை மையங்களுக்குச் சென்று, ஒப்புகைச் சீட்டில் உள்ள 14 இலக்கு பதிவு எண்ணைக் காண்பித்து பிளாஸ்டிக் ஆதார் அட்டை பெற்றுக்கொள்ளலாம். ஒப்புகைச் சீட்டு பதிவு எண்ணைப் பயன்படுத்தி பிளாஸ்டிக் ஆதார் அட்டை பெறுவதற்கு ரூ. 40/- கட்டணமாக வசூலிக்கப்படும். ஏற்கனவே ஆதார் எண் பெற்றவர்கள் பிளாஸ்டிக் ஆதார் அட்டை பெற விரும்பினால் ஆதார் எண்ணைக் காண்பித்து பிளாஸ்டிக் ஆதார் அட்டை பெற்றுக்கொள்ளலாம். இதற்கு ரூ.30/- கட்டணமாக வசூலிக்கப்படும். இதுவரை 3,77,153 நபர்கள் பிளாஸ்டிக் ஆதார் அட்டை பெற்றுள்ளனர்.

சென்னை மாநகராட்சியின் தலைமையிடம் மற்றும் 15 மண்டல அலுவலகங்களில் அமைக்கப்பட்ட அரசு இ- சேவை மையங்கள் மூலம் 38,014 நபர்கள் சொத்து வரியினை செலுத்தி உள்ளனர். இதுவரை 15,83,97,169 ரூபாய் சொத்து வரி இம்மையங்கள் மூலம் வசூல் செய்யப்பட்டுள்ளது.

Civil Supplies Grievances Redressal camps - Sep 2015

குடும்ப அட்டையில் மாற்றங்கள் செய்தல் மற்றும் பொது விநியோக திட்டத்தில் காணப்படும் குறைபாடுகள் குறித்து தமிழகம் முழுவதும் வட்டங்கள் தோறும் மக்கள் குறைதீர் கூட்ட முகாம் ஒவ்வொரு மாதமும் நடத்தப்படும் என அரசு அறிவித்துள்ளது. அதன்படி உணவு பொருள் வழங்கல் மற்றும் நுகர்வோர் பாதுகாப்புத் துறை, சென்னையில் 16 மண்டல பகுதிகளில் மக்களின் குறைகளை கேட்டு தீர்வு காணும் பொருட்டு இணைப்பில் குறிப்பிட்டுள்ள மையங்களில் செப்டம்பர் 2015 மாதத்திற்கான மாதாந்திர பொது விநியோகத் திட்ட குறைதீர் கூட்ட முகாம் 12.09.2015 அன்று காலை 10.00 மணிக்கு நடைபெறவுள்ளது. இதில் பொது விநியோக திட்டத்தைச் செயல்படுத்தும் உணவு பொருள் வழங்கல் மற்றும் நுகர்வோர் பாதுகாப்புத் துறை, கூட்டுறவு துறை மற்றும் தமிழ் நாடு நுகர்பொருள் வாணிப கழகத்தைச் சார்ந்த அலுவலர்கள் கலந்து கொள்ளவிருக்கின்றனர். அப்பகுதியை சுற்றி உள்ள குடும்ப அட்டைதாரர்கள் குடும்ப அட்டைகளில் பெயர், முகவரி மாற்றம், திருத்தம் மற்றும் பொது விநியோக திட்ட கடைகளின் செயல்பாடுகள் குறித்தும் பொது விநியோக திட்ட பொருள்கள் கிடைப்பது குறித்தும் தனியார் துறையில் சந்தையில் விற்கப்படும் பொருட்கள் அல்லது சேவைகள் வாங்கும் நுகர்வோர்கள் ஏமாற்றப்படுவது அல்லது குறைகள் இருப்பது குறித்தும் தங்களுக்கு குறைகள் ஏதேனும் இருப்பின் அவற்றை இக்கூட்டத்தில் தெரிவித்தால் குறைகளை விரைந்து தீர்வு செய்ய உரிய நடவடிக்கை மேற்கொள்ளப்படும். சென்னையில் உள்ள 16 மண்டல பகுதிகளில் உள்ள குடும்ப அட்டைதாரர்கள் இந்த வாய்ப்பினை பயன்படுத்தி கொள்ளுமாறு கேட்டுக் கொள்ளப்படுகிறார்கள்.

Civil Supplies Grievances Redressal Camps are being held in Chennai city every month for the redressal of public grievances regarding changes in the family cards, deficiencies in the functioning of Fair Price Shops or PDS commodities supplied or regarding unfair trade practices or deficiencies in the goods sold by the private sector in the market. Civil Supplies Grievances Redressal camps for the month of SEPTEMBER 2015 will be held on 12.09.2015 at 10.00 am at the places given in the Annexure. Officials from Civil Supplies and Consumer Protection Department, Co-operative Department and TamilNadu Civil Supplies Corporation would participate in the camps. General Public belonging to Fair Price Shops around this location can avail this opportunity to get their grievances redressed. Speedy action will be taken on the petitions received during this meeting to redress the grievances. Cardholders in the respective Zones in Chennai City are requested to avail this opportunity.
