       தமிழகத்தில் அனைத்து மக்களுக்கும் சுகாதார பாதுகாப்பினை அளித்திடும் வகையில், அரசு மருத்துவமனைகளுக்கு கட்டமைப்பு வசதிகளை மேம்படுத்துதல், மருத்துவர்கள், மருத்துவம் சார்ந்த மற்றும் மருத்துவம் சாராத பணியாளர்களை நியமித்தல், எளிதில் அணுக முடியாத பகுதிகளில் வசிக்கும் மக்களுக்கு அவர்களின் இல்லங்களுக்கு அருகிலேயே தரம் வாய்ந்த மருத்துவ வசதி கிடைக்க வழிவகை செய்தல், தொழில்நுட்ப வளர்ச்சியினை பயன்படுத்தி உயர்தர மருத்துவ வசதிகளை அளித்தல் போன்ற முனைப்பான நடவடிக்கைகளை மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்களின் தலைமையிலான அரசு எடுத்து வருகிறது.

        சென்னை, அரசு கீழ்ப்பாக்கம் மருத்துவக் கல்லூரி மருத்துவமனையில் மூட்டு, தசை, திசு இணைப்பு (Rheumatology Department) பிரிவு, தற்பொழுது ஒரு இணை பேராசிரியர் மற்றும் ஒரு உதவி பேராசிரியர் ஆகிய குறைந்த எண்ணிக்கையுள்ள மருத்துவர்களைக் கொண்டு செயல்பட்டு வருகின்றது. மூட்டு தசை, திசு இணைப்பு சம்பந்தமான நோயாளிகள் மருத்துவனையில் அனுமதிக்கப்பட்டு, தகுந்த சிகிச்சை பெற்றிட ஏதுவாக, இப்பிரிவுக்கென 2 கோடியே 42 லட்சம் ரூபாய் செலவில் புதிய கட்டடம் கட்டுவதற்கும், இப்பிரிவுக்கென தனியாக 20 படுக்கைகளுக்கு ஒப்பளிப்பு செய்தும் மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள். இப்பிரிவில் பணியாற்றுவதற்காக இணை பேராசிரியர் (Immunology) 1, உதவி பேராசிரியர் (Rheumatology) 1, உதவி பேராசிரியர் (ஆiஉசடிbiடிடடிபல) 1, செவிலியர் 10, பெண் செவிலியர் உதவியாளர் 1, ஆண் செவிலியர் உதவியாளர் 1, சமூக பணியாளர் 1, தட்டச்சர் 1, பிசியோதெரப்பிஸ்ட் 1, ஆய்வக மேற்பார்வையாளர் 1, ஆய்வக தொழில் நுட்பாளர் நிலை ஐ - 1, ஆய்வக தொழில் நுட்பாளர் நிலை ஐஐ - 1 என மருத்துவர் மற்றும் மருத்துவர் அல்லாத 21 பணியிடங்களை உருவாக்குவதற்கு மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள். இதற்காக அரசுக்கு ஆண்டு ஒன்றுக்கு 1 கோடியே 15 லட்சத்து 71 ஆயிரத்து 48 ரூபாய் செலவினம் ஏற்படும். இப்பிரிவிற்கென தனியாக தளவாடங்கள் வாங்குவதற்கு 4 லட்சத்து 30 ஆயிரம் ரூபாய் நிதி ஒதுக்கீடு செய்தும் மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள்.

         தேனி மாவட்டம், தேனி மருத்துவக் கல்லூரிக்கு அருகிலுள்ள பெரியகுளத்தில் இந்த கல்வியாண்டு முதல் புதியதாக செவிலியர் கல்லூரி ஒன்று துவங்குவதற்கு மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள். இக்கல்லூரி 50 மாணவ, மாணவியர் சேர்க்கையுடன் துவக்கப்படும். இக்கல்லூரியில் பணியாற்ற முதல்வர் பதவி 1, துணை முதல்வர் பதவி 1, விரிவுரையாளர் 1 ((Reader in
Nursing), ஆசிரியர் 5 ((Lecturer in Nursing), செவிலியர் ட்யூட்டர் (Tutor)நிலை II - 16, நூலகர் 1, நிர்வாக அலுவலர் 1, அலுவலகக் கண்காணிப்பாளர் 1, உதவியாளர் 1, இளநிலை உதவியாளர் மற்றும் தட்டச்சர் 1, காவலர் 2, காப்பாளர் 1, சுகாதாரப் பணியாளர் 2 என 34 பணியிடங்களை தோற்றுவிக்க மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள்.

       புதியதாக தோற்றுவிக்கப்பட்ட பணியிடங்களுக்கான பணியாளர்களின் சம்பளம், எரிபொருள், உபகரணங்கள் பராமரிப்பு மற்றும் சில்லரை செலவினங்களுக்காக தொடர் செலவினமாக ரூபாய் 2.15 கோடியும், தொடரா செலவினமாக இக்கல்லூரிக்கான சொந்தக் கட்டடம் கட்டுதல் மற்றும் விடுதிக் கட்டடங்கள் கட்டுவதற்கு ரூபாய் 8.99 கோடியும், உபகரணங்கள், அறைகலன்கள், நூலகப் புத்தகங்கள், பத்திரிக்கைகள், எழுதுபொருள் மற்றும் வாகனங்கள் வாங்குவதற்காக ரூபாய் 2.40 கோடியும் என மொத்தம் ரூபாய் 13.54 கோடி நிதி ஒதுக்கீடு செய்து மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் ஆணையிட்டுள்ளார்கள்.

     200 படுக்கைகளுக்கு மேல் உள்ள அரசு மருத்துவக் கல்லூரி மருத்துவமனை மற்றும் அரசு மருத்துவமனைகளில் உள்ள தீவிர சிகிச்சைப் பிரிவு (Intensive Care Unit), அவசரப் பிரிவு (Emergency Ward), மகப்பேறுப் பிரிவு (Maternity Ward) மற்றும் பச்சிளங் குழந்தைப் பராமரிப்பு (Neonatal Care) பிரிவு ஆகிய பல்வேறு பிரிவுகளில் பாதுகாப்பினை பலப்படுத்தும் வகையில் புற ஆதார முறையில், 8 மணி நேர பணி சுழற்சி அடிப்படையில் பணி செய்ய, 286 பாதுகாப்புப் பணியாளர்கள் (Security Personnel) மற்றும் 868 காவல் பணியாளர்களை (watchman) நியமனம் செய்ய மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள். இதற்காக 9 கோடி ரூபாய் நிதி ஒதுக்கீடு செய்தும் மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் ஆணையிட்டுள்ளார்கள்.

Independence Day Message of the Chief Minister.

மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்களின் சுதந்திர தினத் திருநாள் வாழ்த்துச் செய்தி.

    இந்திய திருநாடு ஆங்கிலேயரின் அடிமை விலங்கினை உடைத்தெறிந்து சுதந்திரம் பெற்ற பொன்னாளான இந்த இனிய நாளில் அனைவருக்கும் எனது உளமார்ந்த சுதந்திர தின நல்வாழ்த்துகளைத் தெரிவித்துக் கொள்கிறேன்.

“முப்பது கோடி முகமுடையாள் – உயிர் 

மொய்ம்புறமொன்றுடையாள் – இவள் 

செப்பு மொழி பதினெட்டுடையாள் எனில் 

சிந்தனை ஒன்றுடையாள்”

    இந்தியத் திருநாட்டின் சுதந்திரத்திற்காகத் போராடி மறைந்த பல தியாக வீரர்களைக் கொண்ட வீரமிக்க மாநிலம் நம் தமிழகம் ஆகும். அத்தகைய தியாகிகளைப் போற்றி பெருமைப்படுத்துவதுடன், அவர்தம் தியாகங்களை எதிர்கால சந்ததியினர் அறிந்திட உங்கள் அன்பு சகோதரியின் தலைமையிலான அரசு அவர்களுக்கு நினைவுச் சின்னங்களை எழுப்பி மரியாதை செலுத்துவதுடன், தியாகிகளுக்கான ஓய்வூதியம், குடும்ப ஓய்வூதியம், மருத்துவப் படிகளை உயர்த்தி வழங்குதல் போன்ற எண்ணற்ற பணிகளைச் செவ்வனே செய்து வருவதை அனைவரும் நன்கு அறிவர்.

தமிழ்நாட்டில் உள்ள சுற்றுலா தலங்களில் மிகவும் முக்கியமானது நீலகிரி மாவட்டமாகும். இம்மாவட்டம், இந்தியாவிலுள்ள கோடை வாசஸ்தலங்களில் ஒன்றாகும். இம்மாவட்டத்தில் நிலவும் இயற்கை எழிலை ரசிப்பதற்காக ஆண்டுதோறும் இங்கு வரும் சுற்றுலாப் பயணிகளின் எண்ணிக்கையும் அதிகரித்து வருகிறது.

      இம்மாவட்டத்தில் பல்வேறு கலாச்சாரம் மற்றும் வாழ்க்கை முறைகள் கொண்ட பழங்குடி இன மக்கள் வசித்து வருகின்றனர். இப்பழங்குடியின மக்களின் தனித்தன்மை வாய்ந்த கலாச்சாரம் மற்றும் வாழ்க்கை முறைகள் இம்மாவட்டம் முழுவதும் பிரதிபலிக்கின்றது.

    இம்மாவட்டத்திற்கு வருகை புரியும் சுற்றுலாப் பயணிகள் இங்குள்ள இயற்கை சூழ்நிலையை மட்டும் ரசிக்காமல், இங்குள்ள மக்களின் கலாச்சாரம், வாழ்க்கை முறைகள் போன்றவற்றை தெரிந்து கொள்ளவும் விரும்புகிறார்கள்.

     எனவே பழங்குடியின மக்களின் வாழ்வாதாரத்தை மேம்படுத்திடும் வகையிலும், அவர்களது பண்பாட்டினை பாதுகாத்திடும் வகையிலும், அவர்களது கலாச்சாரத்தின் மேன்மையை மக்களிடையே எடுத்துச் செல்வதற்காகவும் ஒரு அரசு சார்ந்த அமைப்பு அவசியம் என்பதை கருத்தில் கொண்டு, நீலகிரி மாவட்டத்தில் பழங்குடியினர் பண்பாட்டு ஆதார மையம் ஒன்றினை அமைக்க மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள். இம்மையம் பழங்குடியின மக்களின் நலனை பாதுகாப்பதோடு மட்டுமல்லாமல் அனைத்து பழங்குடியின மக்களுடைய கலாச்சார நிகழ்ச்சிகளை நடத்திடும் அமைப்பாகவும் செயல்படும்.

     இந்த மையத்தின் மூலம் மலைவாழ் மக்களின் கலை மற்றும் பண்பாட்டு நிகழ்ச்சிகள் ஒரே கூரையின் கீழ் நடத்தப்படும். இந்த நிகழ்ச்சிகளை நடத்துவதற்கென ஒரு நவீன கலையரங்கம், பொருட்காட்சிக் கூடம், அருங்காட்சியகம் மற்றும் நிலையான விற்பனை அரங்குகளுடன் கூடிய பழங்குடியினர் பண்பாட்டு ஆதார மையம் அமைக்கப்படும்.

     இந்த பண்பாட்டு ஆதார மையத்தை ஒரே சமயத்தில் 984 பேர் அமரக்கூடிய தரைத்தளம், முதல் தளம் மற்றும் இரண்டாம் தளங்களுடன் 51,881 சதுர அடி பரப்பளவில் பல்வேறு வசதிகளுடன் அமைப்பதற்கும், இம்மையம் நீலகிரி மாவட்டம், உதகமண்டலத்தில், தாவரவியல் பூங்காவிற்கு அருகில் அமைத்திடவும் மாண்புமிகு தமிழ்நாடு முதலமைச்சர்
செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள். இம்மையத்தினை கட்டுவதற்காக 10 கோடியே 12 லட்சம் ரூபாய் நிதி ஒதுக்கீடு செய்தும் மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள்.

   அரசின் இந்த நடவடிக்கை நீலகிரி மாவட்டத்தில் வாழும் பழங்குடியின மக்களின் கலாச்சாரத்தினை உலகறிய செய்ய வழிவகுக்கும்.

    மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்களின் முந்தைய ஆட்சிக் காலத்தில் பாசன நிலங்களுக்கு ஆதாரமாக உள்ள உள்கட்டமைப்புகளை நவீனப்படுத்தும் வகையில் தமிழ்நாடு நீர்வள நிலவளத் தி ட்டம் IAMWARM, உலக வங்கி நிதியுதவியுடன் 2005 ஆம் ஆண்டு துவக்கப்பட்டது. இதற்காக 2,082 கோடி ரூபாய் நிதி ஒதுக்கீடு செய்யப்பட்டது. இதன் மூலம் 6.69 லட்சம் ஹெக்டேர் நிலங்களுக்கு பாசன வசதி அளிக்க திட்டமிட்டது. இதன் கீழ் இதுவரை 25 மாவட்டங்களில் 4,910 ஏரிகள், 662 அணைக்கட்டுகள் மற்றும் அதன் 8,590 கிலோ மீட்டர் நீர்வழங்கு வாய்க்கால்கள் ஆகியவற்றை புனரமைப்பதற்கான பணிகள் மேற்கொள்ளப்பட்டு நடைபெற்று வருகின்றன.

        வைகை நதியில் வெள்ளப் பெருக்கு ஏற்படும் சமயங்களில் கிடைக்கும் அதிக அளவு நீர், வைகை நதியின் இணைக் கால்வாயான பரலையாறு கால்வாய்க்கு திருப்பி விடப்படும். இதன் மூலம் பரமக்குடி மற்றும் முதுகுளத்தூர் பகுதியிலுள்ள ஏரிகள் மிகவும் பயன் பெறும். ஆனால் வெள்ளக் காலங்களில் கிடைக்கும் அதிக அளவு நீரினை கொண்டு செல்லும் வகையில் பரலையாறு கால்வாய் இல்லாததால், மிகை நீர் வீணாகும் நிலை ஏற்படுகிறது. எனவே, இந்த நிலைமையை போக்கி, அதிக அளவு நீரினைக் கொண்டு செல்லும் வகையில், இந்தக் கால்வாய் சீரமைக்கப்பட வேண்டியது மிகவும் அவசியமாகிறது. எனவே, முதுகுளத்தூர் மற்றும் பரமக்குடி ஆகிய பகுதிகளில் வசிக்கும் விவசாயிகளின் தேவையைக் கருத்தில் கொண்டு, தமிழ்நாடு நீர்வள நிலவளத் திட்டத்தின் கீழ், 22 கோடியே 28 லட்சம் ரூபாய் செலவில் பரலையாற்று கால்வாயினை மேம்படுத்தி சீரமைக்க மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள்.

        அரசின் இந்தத் திட்டத்தின் மூலமாக, ராமநாதபுரம் மாவட்டம், பரமக்குடி மற்றும் முதுகுளத்தூர் வட்டங்களில், வறட்சி பாதிப்புக்கு உள்ளாகும் பகுதிகளில் உள்ள 54 கண்மாய்கள் மூலம் 4,957 ஏக்கர் நிலங்களில் பாசனம் உறுதிப் பெறும்.

      மாற்றுத் திறனாளிகள் நலத் துறையின் மூலம், கை, கால் பாதிக்கப்பட்ட மற்றும் செவித்திறன் குறையுடைய மாற்றுத் திறனாளிகள் 100 நபர்களுக்கு ஒரு மாத பல்லூடக பயிற்சி (Multimedia Trining) மற்றும் 100 நபர்களுக்கு இலக்க புகைப்பட பயிற்சி (Digital Photography Training) தேசிய திரைப்பட வளர்ச்சி கழகம், சென்னையில் வழங்க மாண்புமிகு தமிழ்நாடு முதலமைச்சர் அவர்கள் ரூ.21. 00 இலட்சம் நிதி ஒதுக்கீடு செய்து உத்தரவிட்டுள்ளார்கள். இப்பயிற்சிக்கான தகுதிகளாக, மாற்றுத் திறனாளிகள் 8 ஆம் வகுப்பு தேர்ச்சியும், 16 முதல் 40 வயது வரம்புக்ளுள் இருக்க வேண்டும். விடுதி வசதி தேவைப்படும் மாற்றுத் திறனாளிகளுக்கு விடுதி வசதியும் மற்றும் பயிற்சி உதவித் தொகையாக ரூ.1,000/- வழங்கப்படவுள்ளது.

      இப்பயிற்சிக்கு விருப்பமுள்ள மாற்றுத் திறனாளிகள், விண்ணப்பத்துடன் கல்வி தகுதி சான்று நகல், மாற்றுத் திறனாளிகளுக்கான தேசிய அடையாள அட்டை நகல் ஆகியவற்றுடன், பெயர் மற்றும் முகவரி, வயது, கல்வித் தகுதி, மாற்றுத் திறன் தன்மை மற்றும் சதவீதம், விடுதி வசதி தேவையா என்ற விவரம், தொலைபேசி எண் ஆகிய விவரங்களுடன் அந்தந்த மாவட்ட மாற்றுத் திறனாளிகள் நல அலுவலர்களுக்கு நேரிலோ/ தபால் மூலமாக 16.8.2013க்குள் விண்ணப்பிக்குமாறு கேட்டுக் கொள்ளப்படுகிறது.

மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்களின் “ரம்ஜான்” திருநாள் வாழ்த்துச் செய்தி 

     ஈகை திருநாளாம் ரம்ஜான் பெருநாளை மகிழ்வுடன் கொண்டாடும் இஸ்லாமியப் பெருமக்கள் அனைவருக்கும் எனது உளம் கனிந்த இனிய ரம்ஜான் திருநாள் நல்வாழ்த்துகளை தெரிவிப்பதில் நான் மிக்க மகிழ்ச்சி அடைகிறேன்.

     புனித ரமலான் மாதத்தில் இஸ்லாமியப் பெருமக்கள் முப்பது நாட்கள் நோன்பிருந்து இறை உணர்வோடு எல்லோரிடத்திலும் அன்பு பாராட்டி ஏழை எளியோரின் ஏழ்மையை போக்கிட உணவும், செல்வமும் வழங்கி, சிறப்புத் தொழுகைகள் செய்து இறைவனை வழிபட்டு ரம்ஜான் பண்டிகையை மகிழ்வுடன் கொண்டாடுவார்கள்.

           மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்களின் தலைமையிலான அரசு, கிராமப்புற மக்களின் நலனுக்காக “முதலமைச்சரின் சூரிய சக்தியுடன் கூடிய பசுமை வீடுகள் திட்டம்” என்ற ஒரு புதுமையான வீட்டு வசதி திட்டத்தினை செயல்படுத்தி வருகிறது. இதுதவிர, கிராமப்புறப் பகுதிகளில் வறுமைக் கோட்டிற்கு கீழ் வாழும் ஏழை மக்களின் நலன் கருதி அவர்களுக்கு இந்திரா நினைவு குடியிருப்பு திட்டத்தின் மூலம் வீடுகள் கட்டும் திட்டத்தினை மைய அரசுடன் இணைந்து செயல்படுத்தி வருகிறது.

              இந்திரா நினைவு குடியிருப்புத் திட்டத்தின் கீழ் கட்டப்படும் வீட்டிற்கான அலகுத் தொகை 45000 ரூபாய் என மத்திய அரசால் நிர்ணயிக்கப்பட்டிருந்தது. இதில் மத்திய அரசின் பங்கு 33750 ரூபாய் ஆகும். மாநில அரசின் பங்கு 11250 ரூபாய் ஆகும். மேலும் கான்கீரிட் கூரைகளுக்கு என தனியாக மாநில அரசால் 30000 ரூபாய் வழங்கப்பட்டு வந்தது. மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் 2011-ஆம் ஆண்டு மூன்றாம் முறையாக முதலமைச்சராக பொறுப்பேற்றவுடன் இந்திரா நினைவு குடியிருப்புத் திட்டத்தின் கீழ் கட்டப்படும் வீடுகளுக்கு கான்கீரிட் கூரை அமைப்பதற்காக மாநில நிதியிலிருந்து வழங்கப்படும் தொகையினை 30000 ரூபாயிலிருந்து 55000 ரூபாயாக உயர்த்தி வழங்கி ஆணையிட்டார்கள். இதன் மூலம் இந்திரா நினைவு குடியிருப்புத் திட்டத்தின் கீழ் கட்டப்படும் வீடுகளுக்கான அலகுத் தொகை 1 லட்சம் ரூபாயாக நிர்ணயிக்கப்பட்டு வழங்கப்பட்டு வருகிறது.

          இந்த ஆண்டு (2013-2014) முதல் இந்திரா நினைவு குடியிருப்புத் திட்டத்தின் கீழ் கட்டப்படும் வீட்டிற்கான அலகுத் தொகையை 1 லட்சம் ரூபாயிலிருந்து 1 லட்சத்து 20 ஆயிரம் ரூபாயாக உயர்த்தி மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள். இதில் மத்திய அரசின் பங்குத்தொகை 52500 ரூபாய் ஆகும். மாநில அரசின் பங்குத் தொகை 67500 ரூபாய் ஆகும்.

          இந்த ஆண்டு (2013-2014) இந்த திட்டத்தின் கீழ் மத்திய அரசு 88436 வீடுகள் தமிழ்நாட்டில் கட்டப்பட இலக்கு நிர்ணயித்துள்ளது. 88436 வீடுகளுக்கான மாநில அரசின் பங்குத் தொகையான 603 கோடியே 39 லட்சத்து 22 ஆயிரம் ரூபாயை அனுமதித்து மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் உத்தரவிட்டுள்ளார்கள்.

CM Sanctions Additional Funds for Green House Scheme.

          வீட்டு வசதி என்பது ஒவ்வொருவருக்கும் இன்றியமையாத அடிப்படைத் தேவையாகும். மேலும், ஒரு வீட்டின் உரிமையாளர் என்ற நிலை ஒருவருக்கு பொருளாதாரப் பாதுகாப்பு அளிப்பதோடு சமுதாயத்தில் கவுரவமாகவும் வாழ்வதற்கு வழி ஏற்படுத்துகிறது. 

           மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் மூன்றாவது முறையாக முதலமைச்சராக பதவியேற்றவுடன், கிராமப் பகுதிகளில் வசிக்கும் ஏழை, எளிய மக்களுக்கென வீடுகள் கட்டுவதற்காக “முதலமைச்சரின் சூரிய சக்தியுடன் கூடிய பசுமை வீடுகள் திட்டம்” என்ற ஒரு புதுமையான திட்டத்தினை துவக்கி வைத்தார்கள். இந்தத் திட்டத்தின்படி சூரிய சக்தியுடன் கூடிய பசுமை வீடுகள் ஒவ்வொன்றும் ஒரு லட்சத்து 80 ஆயிரம் ரூபாய் மதிப்பீட்டில் 300 சதுர அடி பரப்பளவில் கட்டப்பட்டு வருகிறது. ஆண்டு ஒன்றுக்கு 60,000 வீடுகள் வீதம் 5 ஆண்டுகளில் 3 லட்சம் வீடுகள் கட்ட இலக்கினை நிர்ணயித்து மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் ஏற்கெனவே ஆணையிட்டுள்ளார்கள். இந்த ஆணைக்கிணங்க 2011-2012 ஆம் ஆண்டு 1080 கோடி ரூபாய் செலவில் 60,000 வீடுகள் கட்டி முடிக்கப்பட்டுள்ளன. 2012-2013 ஆம் ஆண்டிற்கான இலக்கான 60,000 வீடுகள் விரைவில் கட்டி முடிக்கப்பட உள்ளன. 

            இன்றைய சூழ்நிலையில் வீடு கட்டத் தேவைப்படும் கட்டுமானப் பொருட்களின் விலைகள் உயர்ந்துள்ளன. எனவே, மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள் கிராம மக்களின் நலனைக் கருத்தில் கொண்டு, அவர்கள் பயன் பெறும் வகையில் சூரிய சக்தியுடன் கூடிய பசுமை வீடுகளுக்கான அலகுத் தொகையை 2013-2014 ஆம் ஆண்டு முதல் 1 லட்சத்து 80 ஆயிரம் ரூபாயிலிருந்து 2 லட்சத்து 10 ஆயிரம் ரூபாயாக உயர்த்தி வழங்க உத்தரவிட்டுள்ளார்கள். இத்தொகையில் 1 லட்சத்து 80 ஆயிரம் ரூபாய் கட்டட பணிகளுக்கும், 30 ஆயிரம் ரூபாய் சூரிய மின்சக்தி அமைப்பு ஏற்படுத்துவதற்கும் வழங்கப்படும். இந்த ஆண்டு இலக்கான 60,000 பசுமை வீடுகள் கட்டுவதற்காக 1260 கோடி ரூபாய் நிதி ஒதுக்கீடு செய்து மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்கள்ஆணையிட்டுள்ளார்கள்.  அரசின் இந்த நடவடிக்கைகள் மூலம் கிராமப்புறத்தில் வசிக்கும் ஏழை எளிய மக்கள் பெரிதும் பயன் அடைவார்கள்.

மாண்புமிகு தமிழ்நாடு முதலமைச்சர் செல்வி ஜெ ஜெயலலிதா அவர்களின் அறிக்கை – 31.7.2013 

    மக்களின் வாக்குகளைப் பெற்று இரண்டாவது முறையாக மத்தியில் ஆட்சி செய்து கொண்டிருக்கும் காங்கிரஸ் தலைமையிலான கூட்டணி அரசு ஆண்டுக்கு இரு முறை என்ற அளவில் உயர்த்திக் கொண்டிருந்த பெட்ரோல், டீசல் விலை உயர்வை மாதத்திற்கு இரு முறை என்று மாற்றி, வாக்களித்த மக்களை வஞ்சித்து கொண்டிருப்பதைப் பார்க்கும் போது, “பாம்புக்கு பால் வார்த்தாலும் நஞ்சைத்தான் கக்கும்” என்ற பழமொழியைத் தான் நினைவுபடுத்துகிறது.

     நாட்டின் பொருளாதார வளர்ச்சிக்கு அச்சாணியாக விளங்குபவை பெட்ரோல் மற்றும் டீசல் என்று சொன்னால் அது மிகையாகாது. இப்படிப்பட்ட முக்கியத்துவம் வாய்ந்த பெட்ரோல் மற்றும் டீசல் விலையை, “அமெரிக்க டாலருக்கு எதிரான ரூபாயின் மதிப்பு வீழ்ச்சி”, “சர்வதேச சந்தையில் பெட்ரோலியப் பொருட்கள் விலை உயர்வு”, “நஷ்டத்தில் எண்ணெய் நிறுவனங்கள்”, போன்ற காரணங்களில் ஏதாவது ஒன்றை திரும்பத் திரும்பச் சுட்டிக் காட்டி உயர்த்துவது என்பது “வேலியே பயிரை மேய்வது போல்” என்ற பழமொழிக்கேற்ப நாட்டின் பொருளாதாரத்தை அரசே சீரழிப்பது போல்உள்ளது.

      ஜூலை மாதம் 2-ஆம் தேதியன்று டீசல் விலையை லிட்டருக்கு 50 காசாகவும், 15-ஆம் தேதி அன்று பெட்ரோல் விலையை லிட்டருக்கு 1 ரூபாய் 55 காசாகவும் உயர்த்திய எண்ணெய் நிறுவனங்கள், தற்போது அமெரிக்க டாலருக்கு எதிரான இந்திய ரூபாயின் மதிப்பு சிறிதளவு உயர்ந்து இருந்தாலும், சர்வதேச அளவிலான பெட்ரோல் விலை உயர்ந்துள்ளது என்ற காரணத்தைக் காட்டி, இன்று நள்ளிரவு முதல் பெட்ரோல் விலையை லிட்டருக்கு 70 காசு உயர்த்தியுள்ளது. இதே போன்று, மாதாமாதம் சிறிதளவு டீசல் விலையை உயர்த்திக் கொள்ளலாம் என்று மத்திய அரசு அளித்துள்ள அதிகாரத்தை பயன்படுத்தி டீசல் விலையையும் இன்று நள்ளிரவு முதல் லிட்டருக்கு 50 காசு என எண்ணெய் நிறுவனங்கள் உயர்த்தியுள்ளன. இது சாமானிய மக்களை வஞ்சிக்கும் செயலாகும்.

    இந்த விலை உயர்வின் காரணமாக, நாட்டின் ஒட்டுமொத்த பொருளாதாரமும் பாதிக்கப்படும். டீசல் விலை உயர்வு எல்லா வகைப் பொருட்களின் விலை உயர்வுக்கும் காரணமாவதுடன் சாதாரண மக்களுக்கு கடுமையான பாதிப்பை ஏற்படுத்தும். இந்தப் பெட்ரோல் மற்றும் டீசல் விலை உயர்வால் பாசனத்திற்காக டீசல் பம்ப் செட்டுகளை பயன்படுத்தும் விவசாயிகள்; சந்தைக்கு தங்கள் பொருட்களை விற்பனைக்கு கொண்டு செல்லும் சிறு வியாபாரிகள்; விற்பனைப் பொருட்களை பல்வேறு இடங்களிலிருந்துகொண்டு வருவோர்; வாடகை வாகனங்களில் பயணிப்போர்; இரு சக்கர வாகனம் வைத்திருப்போர், என அனைத்துத் தரப்பினரும் கடுமையாக பாதிக்கப்படுவார்கள்.இதனைத் தொடர்ந்து அத்தியாவசியப் பொருட்கள், காய்கறிகள், பழங்கள் ஆகியவற்றின் விலையும் வாகனக் கட்டணமும் கணிசமாக உயரும். உற்பத்திச் செலவு உயர்வதால் எல்லாப் பொருட்களின் விலையும் உயரும். மக்களின் வாழ்வைப் பற்றி2கவலைப்படாமல் எண்ணெய் நிறுவனங்களின் வளத்தைப் பற்றியே மத்திய அரசு கவலைக் கொண்டிருப்பது மிகவும் வருந்தத் தக்கது.

    இந்தியாவின் மொத்த கச்சா எண்ணெய் தேவையில் 25 விழுக்காடு அளவுக்கான கச்சா எண்ணெய் இந்தியாவிலேயே உற்பத்தி செய்யப்படுகிறது. இவ்வாறு உற்பத்தி செய்வதற்கு ஆகும் செலவு, சுத்திகரிக்க ஆகும் செலவு ஆகியவற்றின் அடிப்படையிலும், இறக்குமதி செய்யப்படும் எண்ணெய் அளவின் அடிப்படையிலும்; விலை நிர்ணயம் செய்யப்பட்டால், இந்த விலை உயர்வு பிரச்சனையே எழாது. அவ்வாறு செய்யாமல், பெட்ரோல் மற்றும் டீசல் இறக்குமதிக்கான விலை மற்றும் பெட்ரோல் மற்றும் டீசல் ஏற்றுமதிக்கான விலை ஆகியவற்றைக் கருத்தில் கொண்டு ‘தொழில் சம நிலை விலை’ என்ற அடிப்படையில் விலை நிர்ணயிப்பது முற்றிலும் தவறானது. இது போன்ற விலை நிர்ணயக் கொள்கை மூலம் பெட்ரோல் மற்றும் டீசல் விலையை உயர்த்துவதுஎன்பது நியாயமற்ற செயல். இதற்கு எனது கடும் கண்டனத்தைத் தெரிவித்துக் கொள்கிறேன்.

    அத்தியாவசியப் பொருட்களின் விலை உயர்ந்து கொண்டே செல்கின்ற இந்தச் சூழ்நிலையில், நாட்டின் பொருளாதாரத்தை சீர்குலைக்கக் கூடிய இந்த பெட்ரோல் மற்றும் டீசல் விலை உயர்வினை மத்திய அரசு உடனடியாக திரும்பப் பெற வேண்டும் என்றும்; மாதத்திற்கு இரு முறை பெட்ரோல் மற்றும் டீசல் விலைகளை உயர்த்துவதை இனி மேல் நிறுத்திக் கொள்ள வேண்டும் என்றும்; பெட்ரோல் மற்றும் டீசல் விலை நிர்ணயம் செய்யும் அதிகாரத்தை எண்ணெய் நிறுவனங்களுக்கு வழங்கியதை உடனடியாக ரத்து செய்ய வேண்டும் என்றும் தமிழக மக்களின் சார்பில் மத்திய அரசை வலியுறுத்திக் கேட்டுக் கொள்கிறேன்.

    வழக்கம் போல “செவிடன் காதில் ஊதும் சங்கு போல்” என்ற பழமொழிக்கேற்ப மத்திய அரசு செயல்படுமேயானால், மக்களும் அதற்கேற்ப மத்திய காங்கிரஸ் கூட்டணி அரசுக்கு தக்க பாடம் புகட்டும் நாள் வெகு தூரத்தில் இல்லை என்பதை எடுத்துக் கூற விரும்புகிறேன்.

       Labour being a growing subject, there has been a persistent demand from the The Hon’ble Chief Minister of Tamilnadu by way of an earnest response to this need of the hour, made a statement in the Tamilnadu Assembly on 13.5.13 that a new week end Diploma Course on Labour Laws with Administrative Law to suit the conveniences of both the working people and the aspirants to become Labour Law experts, will be introduced as a Part Time - week end programme in the Tamilnadu Institute of Labour Studies, Chennai - 5.

Letter to Prime Minister of India Addressed by CM.

Text of the D.O. letter dated 25.12.2012 addressed by  Selvi J Jayalalithaa, Hon’ble Chief Minister of Tamil Nadu to  Dr. Manmohan Singh, Hon’ble Prime Minister of India is reproduced below :-

     “As you are aware, Tamil Nadu has been undergoing a severe power crisis of a magnitude unprecedented in recent memory. While the demand is of the order of 12000 MW, supply from all available sources is only about 8000 MW, thereby leaving a huge gap of about 4000 MW. Ever since I assumed office as Chief Minister of Tamil Nadu for the third time in 2011, I have been requesting you for additional allocation of power. To our great disappointment, the response from the Government of India to our request has been totally negative. While  I had requested in my letter dated 6.6.2011 for 1000 MW of additional allocation of power, we were allocated a meagre quantum of 100 MW only.

    When I had written a letter to you on 23.10.2012 requesting to allocate the power from Central Generating Stations surrendered by the Government of Delhi, I did not receive any positive response.  On the contrary, the Government of India cited transmission constraints virtually negativing our request.  Therefore, it stands to reason that at least, the entire power generated by Central Generating Stations in Tamil Nadu by the Neyveli Lignite Corporation, the Madras Atomic Power Station at Kalpakkam and the Joint Venture Unit between NTPC and Tamil Nadu Generation and Distribution Corporation Ltd. (TANGEDCO) commissioned recently at Vallur near Chennai totaling 2830 MW is allocated to Tamil Nadu where there are no transmission constraints, as an interim arrangement, to meet the huge power deficit and to alleviate the severe hardship faced by the people of Tamil Nadu, till all the new power projects under construction in Tamil Nadu are fully commissioned.

    You are also aware of the extraordinary lengths to which the Government of Tamil Nadu has gone to ensure the smooth commissioning of the Atomic Power Project at Koodangulam.    In  fact, when  I had an occasion  to meet you  recently, you were gracious enough to acknowledge the great effort made by my Government under my leadership in handling the very complex and large scale law and order issues and continuous agitations that were conducted with the sole objective of stalling the commissioning of this nuclear power project.  In return, I expect the Government of India to dedicate the entire power of  2000 MW from this project on successful commissioning, to the State of  Tamil Nadu.  

     I would like to point out that this request is not an unreasonable one and not without a precedent.  I would also like to point out that the first two Units of 500 MW each totaling 1000 MW produced by the Central Generating Station at Simhadri in Andhra Pradesh, constructed and operated by the National Thermal Power Corporation (NTPC) has been entirely dedicated to the State of Andhra Pradesh.  I request the Government of India to adopt the same yardstick to dedicate the entire power produced by the Koodangulam Power Project to the State of Tamil Nadu in the interest of  the people of this State suffering from severe power deficit.

In conclusion, I urge you to bestow your deepest attention on and give your urgent consideration to our request to allocate the entire power produced by the Central Generating Stations in Tamil Nadu to our State as an interim measure and to dedicate the entire Koodangulam Power to our State. ”

  Tamil Nadu is the first State to have introduced a classification in the status of local bodies as ‘Town Panchayat’, which was planned as a transitional body between Rural and Urban Local Bodies.

   The Town Panchayats were conferred with individual administrative powers and unique functional characters have been in existence for over a century. The Town Panchayats  adopt well devised accounting and auditing procedures and the service delivery to the public has been better.

    Town Panchayats are under the administrative control Municipal Administration and Water Supply Department, at Govt. level.

    The Town Panchayats are places of importance such as Division / Taluk headquarters, Tourist Spots, Pilgrim Centers and Commercial/Industrial towns. This has necessitated special attention to the civic needs of the Town Panchayats.

Surface water is inadequate to meet our demand and we have to depend on ground water.

Due to rapid urbanization, infiltration of rain water into the sub-soil has decreased drastically and recharging of ground water has diminished.

Concluding Remarks Of Selvi J Jayalalithaa, Hon’ble Chief Minister Of Tamil Nadu At The Conference Of Collectors And Police Officers On 19.12.2012.

The Conference of Collectors and Police Officers is an important administrative function which the Government performs annually. And I have been conducting these conferences with complete involvement and sincerity.  I am sure that all of you would have noticed that there was a decision taken on every point that was mentioned here by the Collectors and  the  Police Officers. As a team, we were all actively involved in this brain storming exercise which illumined the way forward.

Now, I am happy to make, the following announcements which have emerged as the outcome of the deliberations at this three day Conference.

• Recharge shafts will be erected in 4000 places at an estimated cost of 20 crore rupees in Tiruvarur District.

• Muthupettai in Tiruvarur District will be developed as an “Eco-Tourist Centre”.

•  In all the class rooms in Government Schools from 3rd Std. to 8th Std., District Maps, Tamil Nadu Map, and Map of India have been pasted in Tiruvarur District. This should be emulated in all the other Districts.

• At present, one day training is given to the beneficiaries, under the free distribution of milch cows scheme. Henceforth, intensive training for three days will be given.

•  Two more mobile vans for PDS will be provided for Kalrayan Hill area of Villupuram District.
• One post of DEO will be sanctioned for Kallakurichi in Villupuram District.

• The surplus  water from the Harichandra River in Nagapttinam District will be stored in the land available, adjoining the river by constructing a storage structure in 1000 acres which would serve as a drinking water source.

• Additional funds will be sanctioned for completing the construction of 7 schools in Nagapattinam District which could not be completed within the sanctioned amount.

• ECO Tourism will be promoted at Pachamalai Hills in Trichy District.

• A Milk Dairy will be established at Perambalur catering to the needs of Perambalur and Ariyalur Districts. 

• A separate Highways Division will be established at Perambalur. 

• Funds for developmental works in the Districts will be enhanced from Rs.2 crores to 5 crores for each District.

• Discretionary Funds allocated to the Collectors will be enhanced to Rs. 10 lakhs.

• Tenements will be constructed for 6730 families living in slums in Thiruvallur District.

• The Government Hospital at Tiruvallur will be upgraded to the standard of a Medical College Hospital.

• A  Trauma Care Centre will be set up on NH-5 in Tiruvallur District.

• Vehicles will be provided for Deputy Tahsildar cadre Taluk Supply Officers in Vellore District.

Eligibility to Apply for Hajj 2013.

    Haj Committee of India has decided that International Passport holders (with a validity atleast upto 31-03-2014) alone will be eligible to apply for Hajj 2013.  Hence, the intending applicants who do not have passports are requested to apply for and obtain passports well before the Announcement for Hajj 2013 which is likely in February 2013.

     The applicants who  are holding  Passports (including children and infants) should check the validity of their passports and get them renewed  if the passports are not valid till 31-03-2014.  They should also ensure that their Passports contain a minimum of two empty visa pages adjacent to each other.

    Further, Indian Financial System (IFS) code has to be furnished by all applicants as it has been made compulsory from Hajj 2013 onwards, and hence the intending applicants are requested to open an account with a bank having IFS code and submit a cheque leaf (with endorsement as cancelled) in proof of opening of bank account as above.

Science City - Women Scientist Awards-2011.

   Science City, Department of Higher Education, Government of Tamil Nadu had instituted the Tamil Nadu Young Women Scientists Award and Lifetime Achievement Award for Women Scientists in the year 2000. This year for the Women Scientist Awards — 2011” science city released press release in the month of July, 2012 and mentioned last date as 23rd October, 2012 and extended the last date as 16th November, 2012.

  I  am  happy  to  interact  with  all  of  you  at  this  Second  Conference  of District Collectors and Superintendents of Police today.  I would like to recall my observations made in the First Conference last year where I specifically emphasized that this Government would come out with concrete strategies for creating an environment to realize the aspirations of the people.  During this Conference, we will find out whether  we have moved in that direction and if necessary fine-tune our strategies for speedier implementation of various schemes thereby ensuring timely benefits to the targeted groups.

 2.  I would like to reiterate that this Government is fully committed to giving a clean, transparent, efficient and responsive administration.  The people of this State have reposed their faith in this Government by giving us a decisive mandate.  This Government is therefore duty bound to ensure that the poor and the downtrodden are given all possible assistance to lead a decent and dignified life.

 3.  It is well known that a just and fair society prospers the fastest. There is not only economic well being  in such a society but also genuine happiness.  I have outlined a vision for Tamil Nadu, which encompasses within itself material progress and distributive justice. I rely upon all of you present here today, to convert that vision into a reality. This can be achieved only through exemplary governance.

 4.   Exemplary and not just good governance is the goal that we have set for ourselves. I have led the State’s administration from the front. Eradication of poverty by providing the essential needs of food, clothing and shelter, implementation  of social security schemes in a comprehensive manner, development of infrastructure for economic development, improving health care and promoting the well being of the people, and providing a life of dignity to the people with access to education, employment opportunities and growth in an atmosphere characterised by peace stability and order have been my watchwords. Maintenance  of public order, political stability and a plan for progress that focuses on the greatest good for the greatest number are the prerequisites for such governance. I am proud to say that with regard to these prerequisites we have achieved a lot of progress in the last 19 months. But there are always many more improvements to be made. Exemplary governance will require not mere progress but perfection in every sphere.

Solar Energy Park in Paramakudi Taluk.

An MoU was signed in the presence of the Honble Chief Minister for erection of Solar Energy Park in Paramakudi Taluk, Ramanathapuram District.

   Chief Minister J Jayalalithaa on Thursday presided over the signing of a memorandum of understanding (MoU) to set up a solar energy park in Paramakudi taluk of Ramanathapuram district.

   The park will come up on a 500-acre site, and is expected to cost Rs 920 crore.

   The MoU signed between Tamil Nadu Industrial Development Corporation (TIDCO) and Raasi Green Earth energy Pvt Ltd, envisions the setting up of the solar energy plant in 12 months’ time.

   The MoU for the park, which is to be developed on a Public Private Partnership (PPP) model, said it would have an installed power generation capacity of 100 MW. A press release from the government said the project is the first of its kind in India.

Invitation for EOI to Carry Out District Need Assessment on Child Protection.

    The Department of Social Defence intends to  carry out  District Need Assessment  on  Child Protection  in all the 32 District of Tamil Nadu under Integrated Child Protection Scheme (ICPS) as per GOI norms.  Expressions of Interest (EOI) are invited on behalf of Tamil Nadu State Child Protection Society (TNSCPS) by  the  Department of Social Defence, Government of Tamil Nadu from prominent Registered Non-Governmental Agencies (NGA) /  NonGovernment Organization (NGO) / Academic Institutions (AI)  etc.  to  carry out District Need Assessment on Child Protection in all the 32 Districts of the State.

      Weightage and preference would be given to the NGA / NGO / AI having a proven track record and adequate and competent human resource.  The NGA / NGO / AI  etc.

    Interested organizations are requested to submit their proposals to

     The EOIs  should  reach  the Director of Social Defence  on or before 26.12.2012.
